Mattheis Asbestos Labeling Over the last few months of 1991, ORC received a considerable number of questions concerning the appropriate labeling of asbestos containing materials in the workplace. ORC combined the questions it had received, and verbally asked OSHA enforcement staffers in the OSHA National Office for a response. Noting that the responses received differed, ORC put its questions in the form of a letter and transmitted it to OSHA on January 28, 1992. On May 29, 1992 ORC received a reply to its January 28, 1992 giving detailed interpretations as to how labeling must be performed.
