Re: LESHAP VCM Quarterly Report
In accordance with LESHAP requirements contained in 33:111 2561 of the Louisiana Administrative Code, PPG Industries' Lake Charles Complex submits the attached Quarterly Report for the period March 1, 1988, through May 31, 1988. This quarter the Complex did not experience any sudden discharges of vinyl chloride. Emissions in excess of 10 ppm (averaged on an hourly basis) in the stacks exiting the incinerators are listed in Exhibit I.
Attached as Exhibit II is a record of emissions in excess of lo ppm which resulted from a temporary by-pass of incineration. An estimated 11.3 pounds of VCM were released as a result of this incident.

VC-II vents were being burned in
the No. 4 Incinerator when the PLC (Programmable Logic Controller) for this part of the plant failed. As well as tripping out the incinerator, the vent header Control System failed "safe" to the scrubber. Manual valving and rerouting was accomplished after thirty (30) minutes. A new PLC was installed and normal operations resumed.
