IARC will meet in France in June 1983. * ***** The meeting was convened at 1:00 P.M. 1. Minutes of the September 15, 1982 meeting Minutes of the OSHC meeting were approved as distributed. 2. Committee Operation The committee suggested a number of changes in the draft rules of procedure for OSHC and its task groups. The officers and Mr. Freifeld will revise the draft in the light of the suggestions. 3. Liaison with Technical Societies Mr. Van Mynen reported that we now have CMA representatives on key committees in the National Fire Protection Association and the American National Standards Institute. 4. Liaison in CMA During the OSHA hearing on Access to Employee Records October 8, 1982, some sharp questions were asked of the CMA panel by a union representative To insure better preparation of panel members in the future, better communica tions will be established with the Special Programs Advisory Committee. The International Advisory Group is concerned about an effort abroad to design a universal label. They requested that a greater interchange be established between IAG and the Hazard Communication Task Group. 5. Legislative Review Mr. Nolde reviewed the status of bills of interest to the committee. He said legislative action on the Miller bill (HR5735) and related bills was unlikely though possible in a "lame duck" session. 6. Public Compensation The Executive Committee is studying the issue. OSHC will be notified if our assistance is needed. Messrs. Nute and Kuszaj reviewed the relevant bills in congress and described their ramifications. Relationship with NIOSH The National Institute for Occupational Safety and Health Continues to publish documents that are not scientifically well founded. The chairman will consider ways of dealing with this situation. 8. Guest Speaker Dr. Lila Mouseafa described the organization and operation of the World Health Organization section that deals with worker safety and health. She stressed WHO's need for exchange with the private sector as well as with governments. The meeting was adjourned at 6:00 P.M. and reconvened at 9:00 A.M. November 17, 1982. 9. Task Group Reports 9.1 Future Issues This task g^oup will reconsider priorities of the issues it is dealing with in the light of the Committee's comments. 9.2 OSHA Reform The task group will have a draft of proposed changes in the OSH Act ready for action by the Committee at its mid-January 1983 meeting. 9.3 State Activities The paper "Chemical Information for the Community" is being printed. It will be included in the Right to Know packet and distributed to this Committee and appropriate state contacts. 9.4 Hazards Communication CMA's post-hearing comments on OSHA's proposed Hazards Communication standard were submitted November 1. It is expected that the federal standard will be promulgated next summer. The committee approved the task group's charter as follows: "The Occupational Safety and Health Committee Hazards Communication Task Group is responsible for following hazards communications including labeling under the Occupational Safety and Health Administration. Identify key issues on hazards communications and develop CMA recommended positions and actions on OSHA proposed standards. Meet with government representatives to discuss OSHA hazard communication labeling standards and meterial safety data sheets. Activities of the task group will be coordinated through the assigned advocate ^Bnber of the Occupational Safety and Health Committee." CMA 060648 OSH Committee Minutes November 17, 1982 Page Four 9.5 ANSI 129.1 Revision The Committee thanked the group for a job well done and sunset the task group. The revised ANSI labeling standard has gone to the printer and should be available from ANSI soon. 9.6 Worker Education Progress continues towards completion of the group's report on company practices regarding worker education and the planning of a symposium next year. 9.7 Safety Statistics The Committee suggested changes in the draft guidelines for report ing occupational injuries and illness to CMA. 9.8 Process Safety Analysis The group completed its telephone survey and is planning a symposium next fall in cooperation with the Engineering Advisory Committee. 9.9 Safety Standards The group's oral presentation on the "Balanced Approach" was enthusiastically received by OSHA personnel. This was an explanation of our written comments submitted to the agency October 21, 1982, on Subpart-H, Hazardous Materials. The draft offered by the group is intended to serve as a model for the Agency in preparing future balanced performance standards. A draft of comments on Walking/Working Surfaces has been prepared and will be submitted soon. CMA comments on a draft NIOSH Criteria Document on foundry operations were submitted October 19, 1982. 9.10 Health Standards Messrs. Exchenbach, Dougherty and Danchuk testified as a panel on Access to Employee Records at an OSHA hearing October 8, 1982. They summarized the CMA comments submitted to the Agency on September 14, 1982. Questioning by a union representative about CMA statements on arsenic and mutagens in the workplace highlighted the need for more thorough briefing of panelists preparing to testify. In addition, the flow of information to the Committee from the Special Programs Advisory Committee.and, liaison between the two Committees will be improved. In its final rule on Respirator Fit Testing as related to Occupation al Exposure to Lead (47 FR51110), OSHA mandated specific protocols for qualitative testing. The task group continues to gather data on the efficacy of respirators. CMA 060649 OSH Committee Minutes November 17, 1982 ge Five 9.10 Health Standards Cont'd) Member response to the mailing to ascertain interest in the proposd conference on Managing Occupational Reproductive Risk was heartening Chemical industry representatives at an OSHA sponsored conference on health inspection targeting said there was general agreement including Union members, on a suitable approach, a "desk" survey will be followed by inspection in the plant only as necessary. 10. International Agency for Research on Cancer (IARC) Mr. Freifeld solicited suggestions for nominees to represent CMA at the next IARC meeting in Lyon France, June 1983. The agenda includes carbon blacks and several organic nitrates. 11. Communications Program The CMA Communications Department is planning to prepare publicity about CMA being in first place for two consecutive years in the National Safety Council safety and health statistics. The chemical industry had the lowest incidence rate of cases involving days away from work based on 1981 data from 42 industries listed. Control Technoloc-An advisory group k>f the Office of Technology Assessment is preparing a report on control technology in industry. The group includes several chemical industry representatives as well as union and academic nersonnel The NIOSH project on Control Technology is being completed in-house instead of by the contractor. The deadline for completion has been extended and may be a year or more away. 13. SemiAnnual Meeting - October 1982 Dr. Hardy's presentation on Biotechnology was very well received with good audience participation in the question and answer period. However, attendance was rather disappointing. In the future, a topic of more general interest will be considered for the OSHC portion of the semiannual meeting. The format will again be to convene on the afternoon of the first day and finish the meeting on the morning of the second day. The meeting was adjourned at 12:30 P.M., November 17, 1982.
