5. Bavy testa of L.X.A. #32 point are now eopl#t*d. Th* thru* bottoe* Kit * been sandblasted and pointed with standard point*> Th* result*
0 My be *ux*Mrl*d and appraised as followii (A) Zt 1* navy standard prectics, whan pointing bottoms, to sand

vie* t*t *how th* b*n*fit of applying "Surface Conditioner.*
(B) Boraally L.I.A. paint product* thicker fll** than do** navy standard antleorroalv* paint, #l4Jt, and thia la an advantage. Th* effort waa sad* in th** **rrle* tft* to obtain fils* of equal thickn***. Although th* official report do** not aentlon it, X noted that tha effort to get thick fll* whan applying th* standard antleorroalv* paint on th* Vogelsang o*u**d th* fUa to crack on drying. Th* cracked flla waa aanded off and th* area
repainted. Flla thlekneee w* aea*ur*d at nay points a* painting progressed, and the average 1* alightly la favor of the L.I.A. paint - approximately ),l

(C) On th* Robinson and Vogelsang, th* antifouling paint u**d over th* antleorroslv* paint* was th* very thick (22 all.) flined "hot plaetia #15HPN." On the Kealy, a relatively thin (9*12 all. 3 coata) filmed antifouling paint we* applied. The hot plaatic i* the standard for which a
fire year life la clalaed. The thin flined paint, "cold plastic #105," 1* deelped for naall boat* that are lifted froa the weter, and about one year** service 1* anticipated. Thu*, on two of th* v****la, th* tert was aor* of a test of th* antifouling paint than a coeporlson of two antleorroalv* paints) line*, had th* thick antifouling flla functioned at expected, water would not have gotten to the anticorrosive fllos. The hot plastic flla often crack* when the vessel pastes through the Oulf Stresn. Also, thl* flla tends to sag when exposed to direct, hot eunrays* It did sag badly on th* Robinca before the vessel undocked la October, 1954, Chly on the Realy waa a real comparison of navy anticorrosive and L.X.A* paint obtained, and bar* results ware affseted by ltrtgularitie* - an lnterla docking, during which th* flla was exposed to th* atmosphere and th* duration being such longer than the ex pected life of the antifouling paint flla. But the L.X.A. paint proved superior to the navy standard in this test sine* th* protection we* glvna largely by the anticorrosive flla*.
(D) It 1* probable that th* record* of th*s* testa will be fll*d at th* Bevy Departaent and forgotten unless there arise* occasion to do other wise. The navy now manufacture* it* ahlp bottoa paint* and apparently ha* aegis fund* to continue standard practice* regardless of costs. If th* navy 1* forced to discontinue aanufacturlng th* antleorroelv* paint, considerable difficulty probably will be enoountered, Th* aarlt of this paint 11** largely In It* varnish ingredient which 1* aanufactursd at th* shipyard. It has besa demonstrated that unlforsdty of quality cannot be obtained through purehas* under specifications and competitive bidding. The aanufaoturing cost of navy anticorrosive paint 1* relatively high because it Bust cover th* aanufactur* of vamieh. There la th* further (explication of a pending (employee-govemnent) patent covering th* paint. Oh th* other hand, th* L.X.A* paint carrl** non* of thee* factor*. It can be amply covered by purchase specifications, doe* not involve * special varnish, can be easily manufactured at relatively low coat, can be easily applied without use of special equipment. hhen and If i th* navy 1* forced to oonoalt*, th* L.I.A, paint should b* attractive.
