I am sending you herewith a copy of a letter which has been sent
to us by the Standard-Vacuum Oil Co. (South China Division) Hong Kong. This
apparently is an inter-company letter from their Manila office to their
head office in Hong Kong. I am sending you this correspondence as I feel
that you may care to deal with this matter personally.

Manila (Pandacan) Terminal Ethyl Blending Plant Medical Inspection.
Further to our letter No.717-RI0 of May 19, 1939, we are somewhat concerned over the medical inspection visits which are required by the Associated Ethyl Company to be made periodically by Dr. Herbert C. Honor, who was appointed by the Ethyl company as their inspector of our blending plant at Pandacan Terminal.
The only inspection made by Dr. Honor was during March, immediately previous to making the first blend of ethyl gasoline in our new plant. At that time the men attending operations were given physical examinations and the plant layout was inspected. Since this first inspection Dr. Honor has not visited Pandacan. As we were not furnished a copy of the Ethyl Company regulations which were issued to the doctor we have no knowledge as to the frequency of inspection visits to be made by the doctor. However, we feel that our personnel and blending equipment should have more frequent examinations than in the past in order to ensure the safety of men concerned with blending Ethyl' gasoline.
As noted in our letter No.717 when enquiries were made during May with regard to questions raised in your letter No.lQ32-HCD of May 12th, 1939, it was found that Dr. Honor could not locate his Ethyl Company files containing regulations, correspondence and inspection blanks. The doctor has since that time found his files but cannot find information therein concerning the required frequency of visits.
We feel that Dr. Honor has not shown sufficient interest towards his obligations as medical inspector of our personnel and equipment for Ethyl blending at Pandacan Terminal, and we believe that the circumstances should be called to the attention of the Associated Ethyl Company.

Dear Sirs,
Since sending to you with our letter of November 24th copy 6f Manila/ Hong Kong letter No.1409 of November 20th, the subject therein has been further discussed here in view of the possible danger to our own staff being exposed to the dangers of lead poisoning and we feel very definately that steps should be taken to correct the situation to the extent that more frequent medical examinations be instituted, ye therefore hope that our previous letter to you will receive your very prompt consideration and that suitable action will be taken. As advised, if we can be of assistance we would very much like to have your advices.
Inasmuch as we are so vitally concerned, we enquire if you will agree to instructing your medical representatives in Manila, Hong Kong and Canton to supply us with copies of all medical reports they send to you covering their examinations of our employees. If youwould be so kind as to send us a copy of your letters of instructions to the several doctors in this matter, we would also appreciate receiving same.
