I think we have a much clearer picture now. However, exposure to this morning's meeting and thinking about th 1995 budget prompts me to tell you of my concerns regarding WGK and the Monsanto Fund budget. Over the last ten years we have given a minimum of $250,000 to Target 2000 and have not asked too much for accountability of those dollars. In addition, we seem to be making contributions to Target 2000 for other things like the swimming pool. The whole question of accountability from East St. Louis would appear to be a problem due to the buracracy and politics of the area and our failure to probe the issue too much. I'm sure none of this is news to any of you. But, bottom line, we are going to ask for more accountability of the budget -- especially as we address "environmental justice" and the tie in to community relations budget. In addition to the focus on Target 2000 organization, I would move to begin budgeting the Leadership Council of Southwestern Illinois in the operations budget and not in the Monsanto Fund budget. I can understand the need to be a member of this organization, but, like Civic Progress, it needs to be funded from the business expense. Unless I'm not understanding the mission of this group. In any case, it's important that we are all in agreement regarding the funding and accountability of the funding as it is derived from Monsanto Fund. I'll be on vacation from July 28 through August 9, but will ask my assistant Jan Crane to see if she can find a date for us to meet. I know Russ is planning to meet re United Way on August 17. Would it be possible to have lunch following that or could we have about an hour before the meeting to talk about my concerns. If this doesn't work.
