Wood The following personnel from prodelec were here March 2: Bill Roston (President), Prochimie int.1 (New York) Gerard paindavoine (Product Mgr/Director), Prodelec (Paris) Bruno Rey-Coquais (Director R&D) Prodelec (Paris) Their objective was to interest Monsanto in Pyralene 1200/ 1300 (chloralkylene 12 - apparently a mixture of monochlorobiphenyl and alkylchlorobiphenyl) from a licensing standpoint. It appeared to me that Prodelec has done a lot of work on Pyralene 1200. The input we got was- 1. The German authorities have sponsored a lot of toxi cological/medical work on PCBs and a report is due soon. 2. Prodelec has been able to get the German government to underwrite an environmental/toxicological study of Pyralene 1200 at the University of Albany in New York State. 3. Prodelec are actively promoting Pyralene 1200 at U.S. capacitor accounts. 4. Prodelec has obtained a sample of Dow fluid directly from Dow and mentioned its bad odor. 5. Prodelec feel the fire resistance issue is important and from that standpoint believe 1200 is superior to MCS 1238 or Dow or phthalates. We told Prodelec that we felt Pyralene 1200 was too close to PCBs to be environmentally acceptable in the U.S., if only from the public emotion viewpoint. We also said we were committed on MCS 1238 and still felt confident of its success so that any discussions on licensing pyralene 1200 were pre mature and would detract from our MCS 1238 efforts. David, my reactions to this meeting were: MQNS 029243 -2- 1. Prodelec have a strategy to get monochlorinated biphenyls accepted and, if successful, could put our European business at a distinct disadvantage. They appear to have made "political" contacts to achieve this. 2. I have seen no reports from Brussels that indicate any activity on Prodelec1s part and x feel we need input as to whether or not they are actively pushing evaluations at key accounts, nave they quoted prices? 3. I was under the impression the Europeans in OECD wanted an ultimate ban on PCBs. If Prodelec get French and German support in weakening this or getting Pyralene 1200 proved as an exception, where does this lead us?
