One OP THE VEHICLE MANUFACTURERS, BACK IN THE I930*S, HAO BEEN EXPERIMENTING WITH BONDING LINING TO A SHOe, ANO' AFTER SOME TEN YEARS OF 8U0H EXPERIMENTATION, FINALLV PRE8ENTED ITS FINDINGS TO THE PREDE0E8B0R OF THIS INSTITUTE AT AN ANNUAL MEETING, IN ORDER TO GET THE REACTION OF THE BRAKE LINING MANUFACTURERS, CANS OF THE A0HE8IVE WERE BROUGHT TO THAT MEETING FOR THOSE OF OU^MEMBERS WHO WANTED TO EXPERIMENT AfO 8EE WHETHER IT WOULD BE WORKABLE, In 1941 BONDED LINING APPEARED ANO THEN THE WAR CURTAILED THI8 ACTIVITY. It WAS NOT UNTIL 1946 THAT TWO VEHICLES APPEAftEO WITH BONDED LINING. ALTHOUGH OUR MEMBERS WOULD BE MAKING THE LINING AND NOT HAVING THE EXPENSE OF SETTINQ UP DRILL JIGS A PROBLEM WAB P08ED FOR THI8 INDUSTRY, IN THAT A SEGMENT OF THE FIELD WENT IN FOR THI8 SORT OF WORK ANO STARTED TO BELL LINED SHOES RATHER THAN BOXED SETS, SHOE IDENTIFI CATION THEN BECAME A NECE88ITY. BenDIX, THE PRIME MANUFACTURER OF BRAKE SHOES, IN 1950 APPROACHEO THI8 INDUSTRY ON THE PROBLEM OF RELEASING SHOE IDENTIFICATION INFORMATION 80 THAT THE VEHICLES WOULD SE PROPERLY SERVICED ANO FIELD CONFUSION ELIMINATED. TwO OR THREE CONFERENCES WERE HELO WITH BendIX/REPRESENTAT IVES OF OUR INSTITUTE BUT THE DIFFICULT IES INVOLVEO DID NOT BRING THIS TO A HEAD ANO AGREEMENT UNTIL (957, THEN THE WORK BEGAN ANO THE PRES SURE on your Data Book and Technical Committee, plus the Institute Staff was one that only SOMEONE ON THE COMMITTEE OR IN THE INSTITUTE OFFICE, COULO APPRECIATE, INFORMATION FOR THE TWELVE PREVIOUS YEAR8, BECAUSE SUCH VEHICLES WERE STILL IN USE, HAD TO BE ACCUMULATED AND IDENTIFIED - NOT ONLY BY THE SHOE BUT ALSO SV THE LINING APPLICATION. The CATALOG WA8 PROMISED FOR 1958 AND WITHIN TEN MONTHS THAT BOOK WENT OUT. THE PROMISED DATE WAS KEPT, EVEN THOUGH YOU OIO NOT GET YOUR CATALOGS UNTIL SOME TIME IN January because of shipping. It was not easy and the expense involvco, especially on THE PART OF BenDIX, WAS OONBIOERABLE. LOOKING THROUGH THE CATALOG, ONE OOE8 NOT SUSPECT THE TIME ANO EFFORT PUT INTO IT, NOT 00C8 ANYONE CASUALLY GLANCING AT IT, REALIZE THrT THE DRAWINGS ARE ALL ENGRAVINGS WHICH MAYf BE U8C0 FOR FUTURE E0ITI0N8 IN OROER TO 8AVE EXPENSE. What I have tolo you was also explained to the rebuilders at their brake clinic in Chicago on February 14th by our Secretary. I was present at that session and realizeo AT THAT TIME, THAT THE REBUILDCR8 LEARNED SOMETHING FROM OUR SECRETARY ABOUT THIS 8U8INE88 THAT THEY DID NOT KNOW BEFORE, MANY OF THEM, ALSO, WERE UNAWARE OF THE PHASES OF BRAKE SHOE IDENTIFICATION, THAT 18 WHY THIS PROJECT WAS A NECESSITY AND WAS AN EDUCATIONAL MOVE ON THE PART OF OUR MEMBERS. IT HAS HELPED THE FIELO, NOT ONLY FROM THE STANDPOINT OF A UNIFORM NUMBERING SYSTEM SO THAT EVERYONE 18 TALKING THE SAME LANGUAGE BUT IT HA8 ALSO STANOAROIZCD, THROUGH AUTHENTIC PRINTS ANO APPLICATION DATA RECEIVED FROM THE ORIGINAL EQUIPMENT MANUFACTURER, ANOTHER PART OF THE AUTOMOTIVE INDU8TRV. Another serious problem that has beset this inoustrv for more that two years ano WHIOH HAO BEEN BROUGW TO MV ATTENTION MORE ANO MORE A8 YOUR PRE8IDENT, 18 THE FINAN CIAL SITUATION. YOU ARE FACED, WITHIN YOUR OWN ORGANIZATIONS WITH RISING C08T8 AND the Institute is no exception to such economic stress. For the fiscal year ended 1958, WE WENT INTO THE RED BY )94,00 WHILE THIS YEAR WE SHALL HAVE A DEFICIT OF APPROXI MATELY $3,000. VOUR DEMAND FOR A REVIEW OF THE FEE FORMULA HAS SEEN MADE. The PROP08ED FORMULA AS RELEA8ED TO YOU IN ADVANCE OF THIS MEETING, IS ALONG THE IOCAS THAT YOU HAVE PROPOSED - IN OTHER W0R08 - FOR 8ERVICC RENDERED IN THE FIELDS IN WHICH YOU ARE ENGAGED. It 18 NOT - VERY PLEASANT FOR ME TO HAVE HAD SUCH OEFICITS OCCURRING DURING MY TWO YEARS IN OFFICE BUT THAT HA8 BEEN THE DIRECT RC8ULT OF OPERATING WITHOUT SUFFICIENT INCOME TO COVER EXPENSES. Last June, we hao twenty-three active members, two associates and five regional members. This June, our regional membership has increased to seven. This means aooeo income but we shall be losing $5,000# annually from the associates because ONE 18 RESIGNING AS OF THE END OF THIS MONTH AND THE OTHER IS TRANSFERRING TO ACTIVE STATU8. Although we are gaining one active member by transferral, we are losing in the same CLASSIFICATION ONE MEMBER BY DISSOLUTION AND ANOTHER BECAUSE HE HAS SEEN OUT OF BU8INES8 8INCE LAST YEAR# OUR MEMBERSHIP, THEREFORE, AS OF THE NEW F18CAL YEAR STAR TING July first will consist of only twenty-two active members and seven regional MEMBERSHIPS. A QUESTIONNAIRE WAS DEVELOPED ANO MAILED TO ALL ACTIVE MEMBERS ANO ASSOCIATE MEMBERS. THE RESULTS RE VEALED THAT ONLY ELEVEN MEMBERS WERE INTERESTED AND OF THEBE, ONLY EIGHT COULD OR WOULD SUPPLY HISTORICAL SALES INFORMATION ANO UNIT OATA. In DISCUSSING THE RECOMMENDED PEE FORMULA A MEMBER QUESTIONED - (l) THE FORMULA BEING BASED ON BUYING OR SELLING SINCE SOME MEMBERS BUY PROM OTHERS; (2) THAT SEGMENTS OP l/2" THICK ARC CLASSIFIED A8 BLOCKS WHEREAS THEY SHOULD SC CLASSIFIED AS BRAKE LIN INGS; ANO (3) THAT A MEMBER NOT A MANUFACTURER OP BLOCK8 BUT AN OCCASIONAL BUYER OP ONE TO TWO PROM OTHER MEMBERS IN ORDER TO ACCOMMODATE A CUSTOMER, HAS TO PAY $300. FOR THE BRAKE BLOCK CATEGORY. The Chairman op the Fee Formula Committee explained that the formula was basco on WHAT A MEMBER OPPCRCO FOR 8ALE IN HIS CATALOB SINCE THERE WAS NO WAY OF DETERMINING WHAT HE BOUGHT. HE FURTHER EXPLAINED THAT THE COMMITTEE CLASSIFIED BLOCKS AS START ING WITH A THICKNESS OF 1/2" SINCE THE HISTORICAL SaLES COMMITTEE, THE TECHNICAL Committee ano some members who manufactured segments 1/2" in thickness considered them as blocks. After a lengthy discussion, the determination of what basic thickness shall consti tute A BLOCK BE REFERRED TO THE INCOMING ADMINISTRATION. PROPOSED AMENDMENTS TO THE CONSTITUTION AND BY-LAW8 The Chairman advised that the proposeo amendments, which hao been distributed in ADVANCE OF THE MEETING, ESTABLISHED A NEW CLASSIFICATION OF MEMBERSHIP. THE PR0P08E0 AMENDMENTS WERE READ TO THe MEETING. The Chairman explained that it applies to the manufacturer who is exclusively a BRAKE SHOE MANUFACTURER ANO NOT ENGAGED IN ANY OTHER CNOEAVOR. IT 00E8 NOT APPLY TO THE PARENT COMPANY OF AN INSTITUTE MEMBER OR AN INSTITUTE MEMBER WHICH IB KNOWN AS a Division ano not as a separate corporate entity, even though they manufacture BHOES. The reason for the proposed new classification of membership is the protection of THE COPVRIOHT SINCE SOME BONOERS MAO* SHOES ANO U8C THE NUMBERS BECAUSE THEY BUY BRAKE LINING8.
