It is correct that empty railcars last containing a DOT classed combustible liquid are exempted from the placarding requirements for empty railcars. Subsequently, the shipping paper description should show no hazardous material description on the return billing. This has been discussed with S&T in Houston and they will work to make any system changes necessary to assure return bills for empty "combustible" cars are printed properly. In the short term, please review these bills for cars returned from Aberdeen and mark out the inappropriate description. T. G.
