Attached is an authority request for the purchase and Installation of a 360 CT Pangborn dust collector for the Joint Cement departnent.
{ The manufacture of Joint Cements requires the nixing of several dry ingredients to produce a variety of product formulations. The three main products produced are Perf-A-Tape and Sheetrock Joint Compounds and Dunbond on the on* nachine and Readi-Hix compound on the other nachine. The dumping,. mixing and packaging of these Ingredients creates a serious dusting problem in this area. The present 5DOC C.T.K. T. ngbora dust collector does not have the capacity or flexibility to adequately control dusting at all points around the production equipment especially when both machines
/ are in operation.
This collector dates back to tbs thirties and was transferred from another department in 1956 when the present facilities to manufacture Perf-A-Tape Joint Cement Mr* installed. In 1965 equipment to manufacture Headi-Kix Joint Compounds was added to this department but no allowances were mad* for extra dust collection. Toe rsadi-Kix vent system was hooked into the existing collector system. In 1967 the manufacture of Durabond began and arcin r.o extra facilities were provided for dust collection. Tc srevent contamination of produrts os Durabond and rerS>A-Tape an not compatible the collector cannot be used for toe manufacture of Durabond as well as.the other joint compounds. Hence when Durabond Is being mad* the collector is by passed and all dust exhausted to atmosphere.
One of the main ingredients used is all joint cement compounds is Asbestos which is very aasardous to personnel if not properly controlled. If breathed in sufficient quantities it can create a lung ailment known as Asoestosis.
Tha Ontario Dept, of Labour! cn the recommendation of its inspectors who have conducted several dust count tests in the Joint Cement ere*, has informed the plant that the asbestos dust level in this work area is toe high and that dust collection facilities to control asbestos dust in the area must be improved if we are to continue ir. production.
(,fO S 3
It is therefore necessary to purchase and install a 12.5DD C./.J*.. dust collector in the Joint Ceaent area.

Tb* now coll8Ctor will hAV the capacity to adequately nancle ill dust producing points in the two operations. The present collector will be used only Tor the manufacture of Durabond. By using this eolleetor only for Durabond and the new collector for all other products there will be no contamination of products and any material collected can le recycled rather than exhausted to tbe atmosphere which la the present practice. The health hazard of asbestos dust will be eliminated which Is necessary for the prevention of lung ailments among workers, and all directives of the Ontario Dept, of Labour, as per attached report, will have been met. Chicago fegioeering assistance is requested, to verify additional steel structures selected for the support of the new 10 ton eolleetor.
