DO IT RIGHT THE FIRST TIME 005803 Industrial Hygiene Monitoring - 1986 1986 Forecast - Complete - Acetic Acid Monitoring (Drager Tubes) Approximately 30 samples needed Complete - Proh Monitoring (Method Developed) Graph made in 1984, needs to be verified, this will loading and analyzing 32 tubes, 8 at each PEL. Field sampling - Approximately 55 samples needed. involve Vinyl Acetate - Method developed, graph needs to be verified, date on graph Jan 84, Government cracking down on petential health effects, possbily lower ing the TLV. Current limits 10 PPM TWA/30 PPM STEL. Meed more samples for Base Case, possible toxicology studies. Samples reauired, at least 3 samples per job classification, 80 to 100 samples. This will include samples taken around the perimeter of the plant, to satisfy possible requirements, 1.0. Coleman. Ach - Method developed, graph dated Nov 84, at present time I am trying to verify graph. I am having plenty of trouble doing so. Haven't deter mined at this point if it is the Dyncal or the Capillary column. There has been an engineering design change approved for the sampling process on the way the unit operators catch finished Ach samples. It will possibly be installed with the next Unit turnaround. This change should lower the exposure limit of the operator. Celanese possibly lowering the TLV of Ach, present limits: 1.0 PEL = 100 PPM TWA/150 PPM STEL. Samples required - 10 to 15. Also will take more samples at the loading rack, they have inputted new adminstrative procedures on the way the loaders catch Ach samples of shipments. Samples required - 10 to 15 PBQ - Operators in VA Unit complaing about effects of PBQ they received during mixing procedure. I am currently collecting samples in the VA Unit when the mixing is done. Extimate to take 20 samples for overall view. 005804 Noise Monitoring - C. Whaley states that we have enough noise samples for base case. I will need to catch at least 3 samples from each job classification, Celanese and Arthur Bros, personnel to make sure we are in compliance. PEL = OSHA 90 dBA/8 hours / Celanese 85 dBA/8 hours Estimated number of samples - 90 During Unit Turnarounds Want to take as many samples as possible from Unit operators while washing down, draining and cleaning our unit for maintenance personnel, that is, on containments that we have methods developed for/are Drager Tubes. Number of samples required - As many as possible If and when the above sampling and method development is done/are somewhere in between, work on getting samples of : Oxalic Acid Manganese Acetate Copper Acetate Asbestoes Welding Fumes Whatever may become a problem? Ground water monitoring Groundwater samples are currently being caught quarterly. There are 28 wells, 2 disposal wells and 13 surface water samples that are being analyzed at present. With myself and J. Libby working of these samples full time, it takes us from 3 to 4 weeks for complete analysis, each quarter. Between all of the above sampling and analyizing, work on any special projects that may arise during the year. 005805 listcrofficc iUcmonimliiiii TO (Nartfe and Location) A. B. Stenzel - Dallas SUBJECT: Industrial Hygiene Monitoring Plan For 1986 - Bay City Plant The subject industrial hygiene monitoring plan which we developed in our January 14, 1986 meeting is attached. The plan includes plantwide surveys for acetaldehyde, vinyl acetate, noise and samples for miscellaneous con taminants. The completion of propanol and acetic acid surveys initiated last year is also included in the plan. In our discussion you stated that some sampling may be necessary at the plant parameter for environmental purposes. This plan does not include those samples. Method development and validation efforts should continue for acetic acid, butanol, propionaldehyde and butyraldehyde.
