Garrett - A2SA In a recent phone conversation you indicated that efforts in the past to incinfierate MONTAR residues have yielded inadequate results since the MONTARS contain substantial amounts (.10$) of lime which hinder the incineration process. It is my understanding that a new burner is on order which will alleviate any future problems with respect to: disposal^ of MONTAR residues since adequate temperatures will be gen erated for adequate disposal. At present* these residues are being drummed and a request has been made (via the phone conversation) to determine their toxicologic properties before landfill operations begin* . These MONTARS are essentially polychlorinated polyphenyl com pounds and handling precautions have always been directed towards treatment of the MONTARS in a fashion similar to other chlorinated biphenyls. There appears to be no reason for deviation. Thus* additional acute toxicity testing of these'materials is not presently necessary. On the basis of general toxicologic information on other chlor inated biphenyls* temporary approval for land-fill of these . residues is given until such time as the new burner becomes operational. Additionally, the following precautions must be followed during the transportation and disposal procedures. Prolonged or repeated breathing of MONTAR vapor should be avoided, especially at elevated temperatures. Contact with eyes and prolonged or repeated skin contact should be avoided. Finally* this approval is given with the understanding that this manner of disposal is in compliance with all federal* state and local regulations. ' /bkp Frederick R.
