Jobe, Secretary, Shell Engineering Council, to present a discussion of user needs and problems relating to use of thermal insulation under the terms of Occupational Health regulations. The need for suitable nationally recognized standards for insulating materials specification, work practices, and hazardous dust monitoring procedures was presented per the attached outline. The urgent need for material standard specifications indicating insulation component contents (i.e., amount of asbestos and other pertinent materials) so that ASTI standards may be used in place of brand name identification was stressed. Special emphasis was also placed on the need for labeling standards and the development of related standardized handling procedures. Group Reaction and Comment 1. The Committee seemed genuinely interested in our presentation and seemed to understand the problems and needs. 2. Committee members asked several questions regarding attitude and activity of industry associations and other standards organizations. active on this p'roblem. 3. Existing saurces of information on asbestos dust hazards and work practices were discussed. The work on the Mt. Sinai group (Insulation Industry Hygiene Research Program) and standards developed in Great Britian were mentioned as examples of existing information. The Chairman advised that OSKA and NIOSH representatives had been advised on at ieast one occasion char cne asbestos dust level monitoring method was unsatisfactory and that XIOSH had been urged to put some research money into develooing a better method. Apparently N'lOSH did not agree to this suggestion. 5. The Committee agreed to discuss the role of C-16 in regard to the needs presented and the Chairman will advise Jobe of their decision. 6. We were invited to participate in the next meeting of the full committee, which will be held at Ottawa, Canada, on October 15-18, 1972 R. 0. Standards Specifications for Identifying Materials Users need material standards which will identifv insulating material according to pertinent variables related to hazard potential. a.) What effect does asbestos content and/or configuration have on dust level? b.) What effect does other material have on asbestos levels? c.) What hazards do-other components in insulation materials present? 2. ) Recommended Practices and Engineering Controls In meeting responsibilities for work practice administration users need: a.) Recognized safe work and handling practices keyed to nationally recognized material specifications. b.) Recommended engineering controls keyed to standard material specifications. 3. ) Monjrorjne and Test Procedures Simplified test procedures or equipment which provide information on hazard levels in the-workplace are needed. Tests methods should meet certain requirements: a.) Tests by craft supervisor or safety engineer. b.) Test period to cover one shift if possible. c.) Results should be available by direct reading or by evaluation during working shift. NOTES: 1. ) Health hazards of other substances in addition to asbestos must be considered and provided for in long term planning. 2. ) It is assumed that existing dust hazard regulations can and should be revised as workplace experience is accumulated and interpreted and that new test procedures, if valid, would be accepted by regulators. 3. ) Standards, recommended practices, and test procedures should be developed in the concext of being used for reference in communication between: a.) vendor and purchasor (purchase orders) b.) contractor and client (construction contracts) c.) regulator and regulates (federal, state, and local regulations) d.) others (company standards and employee relations communications, etc.) .
