Air Pollution Control Guide
Federal
Plywood and Composite Wood Products (Applicability). Updated to reflect a direct final rulemaking by the Environmental Protection Agency to clarify requirements allowing certain composite wood products and finished goods to be labeled as compliant with Title VI of the agency's Toxic Substances Control Act (TSCA), which establishes formaldehyde standards for composite wood products. TSCA regulates chemical substances and mixtures that present an unreasonable risk to human health and the environment. The act also develops information needed to identify, prevent, and reduce these risks, which may result from manufacture, processing, distribution in commerce, use, or disposal. The rule took effect Aug. 25.

Virginia (Fuel Controls and Mobile Sources). Updated to reflect a final rulemaking by the Virginia Department of Agriculture and Consumer Services establishing standards to regulate the oxygenation of gasoline. The rule also establishes vapor pressure requirements for gasoline ethanol blends. The rule took effect Aug. 24.
Waste Management Guide
State
Nebraska (Solid Waste Management). Updated to reflect a Nebraska final rule revising regulatory requirements for solid waste management, including closure requirements for municipal solid waste disposal areas, notification and recordkeeping requirements for construction and demolition waste disposal areas, and the use of waste tires for agricultural purposes.

New Hampshire (Cleanup Funds). Updated to reflect a New Hampshire final rule revising regulatory requirements governing the allowable uses of the state's Hazardous Waste Cleanup Fund. The rule took effect Aug. 14.
New Hampshire (Generators). Updated to reflect a New Hampshire final rule revising regulatory requirements for hazardous waste generators, including generator classification, storage, and recordkeeping requirements. The rule took effect Aug. 14.
New Hampshire (Treatment, Storage, and Disposal Facilities). Updated to reflect a New Hampshire final rule revising regulatory requirements for hazardous waste treatment, storage, and disposal facilities, including notification requirements and incorporation of federal standards applicable to treatment facilities. The rule took effect Aug. 14.
Vermont (Aboveground Storage Tanks). Updated to reflect a Vermont final rule revising regulatory requirements for aboveground storage tanks, including inspection requirements and "red tagging" noncompliant tanks. The rule took effect Aug. 15.
Vermont (State Superfund Program). Updated to reflect a Vermont final rule revising regulatory requirements for the state superfund program, including procedures for initial investigation, final cleanup, remediation, and closure of contaminated properties. The rule took effect July 27.
Water Pollution Control Guide
State
Indiana (Concentrated Animal Feeding Operations). Updated to reflect rules requiring owners and operators of concentrated animal feeding operations (CAFOs) to obtain an individual National Pollutant Discharge Elimination System (NPDES) permit from the Indiana Department of Environmental Management. The NPDES permit must be accompanied by a $50 application fee and a $250 CAFO permit application fee. The rules took effect Aug. 11.
North Carolina (Monitoring and Reporting). Updated to reflect approval by the Environmental Protection Agency of the request by the North Carolina Department of Environmental Quality (DEQ) to allow electronic reporting for NPDES permits under the federal Cross-Media Electronic Reporting Rule (CROMERR) (40 C.F.R. pt. 3).
North Carolina (State Stormwater Management Program). Updated to reflect requirements for post-construction stormwater management systems to obtain permits from the DEQ. Permitting requirements apply in coastal counties, as well as in noncoastal counties with high-quality or outstanding resource waters, facilities subject to an NPDES municipal separate storm sewer system permit, urbanizing areas, and facilities that are subject to the universal stormwater management program.
North Carolina (Indirect Discharges to Surface Waters: Pretreatment (Background)). Updated to reflect approval by the EPA of the request by the DEQ to allow electronic reporting for NPDES permits under CROMERR (40 C.F.R. pt. 3).
North Carolina (Land Application of Waste (Background)). Updated to reflect requirements for land application of treated sludge to be in compliance with EPA regulations under 40 C.F.R. pt 503.
