Inspection Date: 3/25/2025
The Port of Morgan City and surrounding facilities were selected for inspection based on a Regional initiative to evaluate facilities at ports receiving or transporting Resource Conservation and Recovery Act (RCRA)regulated hazardous wastes, and/or have an International Convention for the Prevention of Pollution from Ships (MARPOL) Annex V Certificate of Adequacy (COA) issued by the U.S. Coast Guard (USCG).
This report is based on information supplied by the facility representatives, inspector observations, port related facilities, and other records, including photographs taken (see Appendix 1), verbal or written statements made during or after the on-site inspection, and/or materials shown, demonstrated, or submitted to the Environmental Protection Agency (EPA) during or after the on-site inspection. In addition, information gathered prior to or after the inspection from a review of EPA, State, and public records may be included in this report.

Seacor Marine Inc. (Seacor) is located in Morgan City, LA, and operates supply vessels, lift boats, and crew boats used to support offshore oil and gas exploration platforms. Seacor operates 12 vessels out of its Morgan City location. These vessels are used to transport equipment, personnel, cargo supplies, and to support offshore energy facility construction. According to Ms. Kaplan, the vessels do not transport hazardous waste or used oil generated offshore back to this location. If waste is transported, it is taken to the customer's dock for transfer, though this is infrequent. Any waste received at the Morgan City site is limited to domestic trash generated onboard and used engine oil, which is removed by a third party. The Morgan City location primarily houses accounting and operations staff and serves as a dock for out-of-service vessels. The vessels operate under EPA ID LAD985217819, which is registered to a Seacor maintenance warehouse in Houma, LA.
Following the opening conference, the inspection team conducted a visual inspection of Seacor's dock area and supply storage buildings. The first storage building was storing equipment, supplies, and a small boat. The dock space was mostly empty, with several vessels docked. The inspection team did not observe any areas of concern (AOCs) at the time of the inspection. However, upon further review, EPA may add AOCs. A closing conference was conducted at approximately 10:40 PM with Seacor personnel.
