The first is a Memorandum on EPA enforcement of its emission standard for vinyl chloride. The second is an article from the Houston Chronicle quoting Jim Tarr, formerly of the Texas Air Control Board, as stating that vinyl chloride emissions are 36% uncontrolled in Texas. The letter covering that article contains a suggestion that the Manufacturing Technology Committee may wish to reply to the Tarr statements. Third is a document entitled "Engineering Control Technology in Polyvinyl Chloride Polymerization Plants." As the acknowledgement reveals, this paper was extracted by Jim Gideon, a NIOSH staff scientist, from a larger piece addressing the control of occupational exposure to chemicals in the plastics industry which was prepared by a NIOSH contractor.
