SUMMARY OF EFFECTIVENESS (Philadelphia Ordinance on Lead Paint) The Philadelphia ordinance on childhood lead poisoning has been found to be the most effective ordinance now in existence for the following reasons: A. It contains labeling provisions which should be in commom practice throughout the country. B. It prohibits application of lead paint to toys, furniture or interiors of dwellings, and prohibits the sale or transfer of toys and furniture which are coated with lead paint. C. It requires that where old lead paint is a hazardous condition, it must be removed, not just painted over. D. It provides for penalties should a violation be discovered. I E. It does not restrict the use of lead paint where it is necessary for exterior corrosion protection and where it is not recognized as harmful. LIA-75685
