The facility has been issued a permit to operate a COWDF by WDEQ. The facility includes four evaporation ponds, storage tanks and a tanker truck offload area. TOUR INFORMATION Upon arrival at the facility, an opening conference was conducted with Mr. Maestas, followed by a walk-through of the facility. Facility Name: Sweetwater Disposal Facility Location: 41.614180, -107.990077 Date of Inspection: May 15, 2023 Areas of the facility toured: Evaporation ponds Tank storage Tanker offload area Data Collected and Observations: During the inspection, I observed that oil was visible on approximately 40% of the surface of pond 1 located north of the tank battery (see Attachment 1 - Photo Log). No oil was observed on the other evaporation ponds, and no spills were observed in the tank battery area. No bird or other wildlife mortalities were observed in any areas of the facility that were inspected. Oily waste that is not promptly removed from evaporation ponds or that is not otherwise physically restricted from access by birds and other wildlife is a concern because of the potential for injury or mortality. CLOSING CONFERENCE A closing conference was conducted with Mr. Maestas indicating concern regarding the oil on the surface of pond 1. Mr. Maestas stated that he would work on getting the oil removed.
