In July, 1974, 2 drums (approximately 1200 lbs) of PCB was imported. Its trade name is Pyralene, and chemically is trichlorinated binhenyl. The producer was Prodelec, Siega Social: 25, quai Paul-Doumer, 92480 Courbevoie, France. b. These shops repair a host of electrical and mechanical products not all of which were originally manufactured by General Electric. Each shop has the capability of repairing transformers containing PCB materials. These repairs often involve refilling (totally or partially) transformers with PCB materials. In the period July, 1974, through June, 1975, we estimate that about 50 of these shops actually incorporated GE purchased PCB into re paired transformers. A specific breakdown as to the exact location of each use of PCB is available, but for. simplicity, we have provided data for the total Apparatus Service Business Division. This data was obtained from the Division management offices in Schenectady, New York. If you request, we can provide additional.details. a. This Division repairs, and where required, refills transformers, containing PCB material. Also, the Division acts as a distri butor for PCB material for customers who wish to refill their own transformers, this distribution function is very limited. b. The total amount of PCB incorporated into transformers repaired by GE, from July, 1974 through June, 1975, was 31,306 gallons. To the best of our knowledae, no PCB's were used by our Company during the subject oeriod for any ouroose except for incorporation into sealed products. In fact, there are continuing corporate efforts to assure that there are no other uses. The only exception, of course, is laboratory testing of PCB compounds. This usage, through not auantified, is certainly smali, is under the complete control of scientific Personnel aware of its potential hazards, and, where necessary, is disposed of in government approved manners. 4. Concentrations of PCB's in the effluent of discharges to the East Branch of the Housatonic River are contained in two discharges, noted as 005 and 006 in the N.P.D.E.S, Permit No. MA00Q3891. Discharge 006 serves the Power Transformer Department and also receives storm runoff from adjacent city areas containing residential and commercial properties. Discharge 005 serves the Power Transformer Department, contiguous city areas and the Distribution Transformer Department. Effluent PCB concentration over the past 4 years are described in de tail in the following submittals to (and/or cooperative studies with) the U.S. Environmental Protection Agency: 1. "Application for Permit to Discharge or Work in Navigable Waters and Their Tributaries" dated June 23, 1971. 2. Revisions to Item 1 above dated July 23, 1973. 3. On-site review by U.S.E.P.A. National Field Investigations Center - Cincinnati and Region I September 24, 1974. Results of this re view are contained in N.F.I.C. report dated November 22, 1974, and are reflected in conditions of Permit noted in Item 4 following. 4. N.P.D.E.S. Permit MA0003891 dated December 17, 1974 and subse quent monitoring reports. Monitoring for PCB's has been on a continuous basis and reported in monthly intervals.' As all of these data are quite voluminous and have previously been aubmitted to or originated by the U.S.E.P.A., they have not been included in this reply. The flow of discharges 005 and 006 are quite stable during dry weath and average 1.31 and 0.55 MGD, respectively.
