A p roposed p ro g ram fo r reducing contam ination in the lead alkyls a re a
is outlined in th is m em orandum as ag reed upon by, T E L O perations and T E L
T echnical S erv ices. Included in th is p ro g ra m a re recom m endations fo r
m odificatio ns in equipm ent and p ro c e d u res to reduce the contam ination lev el
and p e rso n nel ex p o su re. A lso included a re stu d ies w hich m u st be conducted
to b e tte r define specific contam ination so u rc es.

O btain the Foxboro "T o tal H ydrocarbon A nalyzer" (hydrogen flam e ionization
carb o n bond d e te c to r) on a re n ta l b a s is to d e te rm in e if it is su ita b le fo r
detecting p ro c e ss leak s in the m an u factu rin g b u ild in g s. If it is found to be
satisfacto ry fo r this p urpose, buy it and m ake a thorough survey fo r leak s.
If th e survey is m ade, additional tech n ical m anpow er m ay be req u ired .
This survey w ill not su p ersed e the routine leak checking now being done -

In th e m ean tim e, the p re s e n t valves in th e n itro g en lin es to the sca le
tan k s should be checked to en su re th a t they a re in sta lled in such a w ay
th a t n itro g en p re s s u re ra th e r th an s c a le tank p r e s s u r e is ap p lied to th e
stea m packing w hen the valves a re closed. S im ilarly , the p re se n t
M eC l scale tank vent valves should be checked to see th at the packing
is exposed to the d o w n stream p re s s u re ra th e r th an sc a le tank p re s s u re
w hen the valves a re closed.

4 . A lloy H oppers D eterm in e w h eth er the con tam in atio n fro m the h o p p ers a s in d ic a te d b y th e h ig h le a d a n a l y s e s in ,?C " B u ild in g e l e v a t o r a n d tu n n e l is caused by contam inated vapor fro m em pty hoppers o r by contam ination on the outside surface of the hopper slide valves.
S ev eral altern ate solutions exist fo r reducing o r elim inating the contam ination
w hich re su lts fro m vapors in sid e the h o p p ers. T h ese a lte rn a te s have

been review ed by T E L O perations and T echnical S erv ices sin ce the la s t
contam ination m eeting w as held in N ovem ber. The consensus is th at th ese
a lte rn a te s should be evaluated by p lan t te stin g in th e follow ing o rd e r of
p rio rity until a sa tisfa c to ry solution is fpund:

The p re se n t hopper purge sy stem in nCM B uilding has not reduced th e co n tam in atio n in the e le v a to r and tunnel to accep tab le le v e ls. A co n tro lled evaluation of th is purging sy stem w ill be conducted during w hich an o p eratin g fo rem an w ill clo sely su p e rv ise the purging o p eratio n to en su re that the p ro p e r p ro c e d u re is follow ed.
G reasing of the hopper slide valves began N ovem ber 24. H ow ever, the contam ination lev els in nCn B uilding elev a to r and tunnel continue to be v e ry high.
5. O utside A ir C ontam ination - C ontam ination of outside a ir is a m ajo r
c o n trib u to r to the co n tam in atio n p ro b le m in sid e th e b u ild in g s. T he m a jo r
so u rc e s of th is co n tam in atio n a re b eliev ed to be the co p p er d u cts and
fu rn ace pit exhaust ducts. The organic lead content of vent stre a m s at
"B " and "C " B uildings has been d eterm in ed as follow s based on continuous
sam p les and spot flow m e a su re m e n ts.

It should be noted that the lead content of the vent g a se s fro m the north
sumpls w as v e ry high. H o w ev er, th e re w as little o r no flow o f th e se
g ases into the plenum of the building exhaust fans indicating th at the lev el '
in the p ro c e ss ditches m ay be high. P a st m easu rem en ts have shown th at
a fa irly high a ir ra te should e x ist fro m the n o rth sum ps to th e building
exhaust fans. The p ro c e ss ditches should be cleaned and in sp ected reg u larly .
A ir sam ples w ill be obtained in the vicinity of the north sum p betw een the
b u ild in g and the fu rn aces to d e te rm in e w h eth er th is a re a is co n tam in ated .
The b rg an ic lead content of. "D " B uilding co p p er duct and th e exhaust ducts
fro m the furnace pits at the re m a in d er of the o p eratin g fu rn aces w ill be
