Subject : Asbestos Fiber Emissions During Brake Servicing
At your request, several members of our s t a f f (asterisks) have c o lle c tiv e ly gathered some information about the asbestos fib e r release
during brake service.
F irst of a l l , our brake vendors presently use the a ir hose or an in d u strial vacuum cleaner with a u x illia r y brush. Ber.dix. in its many garages, has only vacuums available for brake work. A ll a ir guns and brooms were
reportedly removed.
The B ritis h , with more stringent standards, have adopted commercial
vacuum cleaners or special shrouded cleaners for brake service. These are
described in "Annals of Occupational Hygiene," Volume 13, 1970, which has
b^cn supplied to you.
'
A simple te s t was performed in the Transportation Oarage during
brake service on a Chateau Club Wagon, using a small commercial vacuum (5 gad.
Power Vac, Shop Vac Corp., Hackensack, N . J . , Model EM-150. 115 VA.C/PC art 5-2
amps). As the mechanic' serviced the right front or Joe i l l " 3" drum) one
sample v.as collected from a f i l t e r on his upper chest and another sample was
collected from the vacuum discharge duct. Miilipcra. O .o urn membrane type f ilt e r s
(yj mm e ffe c tiv e diameter) were used with Oelmnn Viter holders and vacuum pumps.
Samolir..- was conducted for tne four minutes during vniuh maximum, exrosure 'would
be expected. Thus., the results woaDi be t-xpecteu to represent the peek fibc-r
le v e ls , and not the average.

Hie vacuum cleaner exhaust was found to have collected .98 fibers/cc while the mechanic's sampler collected A 5 fibers/cc (see attached te s t report). These le v e ls are w ell below present and proposed OSHA standards, but the higher le v e l from the vacuum cleaner exhaust suggests that further improvements could be made. For example, a heavier duty vacuum has a larger and better sealed bag. With use, the fib er discharge rate from the vacuum could be expected to decrease as the larger p a rticles bridge the bag openings to reduce the effectiv e pore s iz e . A larger, more powerful vacuum should also provide substan tially greater cleaning effectiveness on the brake parts.
Mr. Quarles suggested the vacuum drum be lined with a p la s tic bag before use. This appears to o ffer the best means for disposal of the collected dust .and bag.
A v is it to a Eendix garage f a c i l i t y is planned to provide your personnel with added data on implementation, equipment, and procedures.

Comments Really don't clean that much, hut we da some air blow -off.
No more a ir blow -off at VEG. We purchased a special vacuum arrangement fo r attachment to vacuum plate. Disc crakes do not develop dust.
Use vacuum type removal so we don't blow asbestos dust in a ir . Not good to blow out dust. We sometime brush out.
We sometimes tap i t (the dust) out - then use low a ir blow-off But we generally brush i t out because the dust is bad. we could e a sily liv e without a ir blow-off i f we had vacuum means.
We use vacuum cleaner almost a l l the time. We sometimes wipe or brush o f f dust. We use very l i t t l e blow -off. We could do without i t e a s ily .
Not too much maintenance an brakes. We use vacuum. Very a ir blow -off. We could do without blow-off altogether.
We vacuum out when we do i t .
We vacuum out when we do i t .
Usually use vacuum, but sometimes use a ir blow -off. No
problem 'doing without blow -off.
We usually blow i t out with a ir gun. Don't have too much a L work in th is regard. We can e asily liv e without h lo v -o f..
We do not do th is type work, but i t would be best to vacuum.
gzttzral CONCLUSIONS 1. Vacuuming is the superior and proven method that is the sa fe st,
brake maintenance without a ir blow-off method.

Subject: Asbestos
As you are avare ve engaged our In d u strial Hygiene Section to conduct several environmental tests at Arizona Proving Ground, and Mr. Henry lic k
o f that Section performed the necessary sampling and tests during the
week of April 23, 1973. Included in the testin g vere samples of airborne asbestos dust generated while cleaning truck brake lin in g s and assemblies.
We have received a w ritten report o f the laboratory analysis which relates
that although the maximum allowable 5 fib re s per cubic centimeter was
not exceeded on a time-weighted average, there was an instance during
the test where the "peak" maximum o f 10 fib re s per cubic centimeter was
exceeded.
.
Paragraph 1910;93a o f the OSHA Lav concerning asbestos (copy attached)
states that the employe s h a ll be n o tifie d in w riting i f he is exposed
to a concentration o f asbestos that exceeds the peak le v e l. It is requested that the employe, Peter Wasllewski, one of your Driver-Mechanics,
be personally n o tifie d by using the attached N o tificatio n Card. After
the employe has been n o tifie d , one copy should be placed in his Medical
Record and the o rig in a l returned to th is o f fic e .
.
Concurrent with employe n o tific a tio n i t is required that a l l cleaning and "dusting" o f brakes and components by compressed a ir be discontinued
and prohibited.
Future dust removal from brake assemblies is to be done by use of a shop vacuum available from Sears Roebuck and Company, Craftsman i5-gallon Heavy-duty Indu strial Vac with d o lly and nozzle, Port No. 99KT 17831N. Accessory se t, Part No. 9KT 16973, must be provided to afford proper and e ffic ie n t removal o f dusts. The entire cost is s lig h tly less than $100.00. This unit has been thoroughly checked for effectiveness and is approved fo r vacuuming o f asbestos by In d u strial Hygiene Section and General Services Safety A c tiv ity . The attached procedure must be followed when the unit is emptied wrd contents discarded.
