Joe,
I really appreciate you keeping me in the loop. I know that Andrew and his folks will provide you with the best technical assistance that is humanly possible on this matter.
If you are asking for my personal opinion on fees - EPA should be authorized to collect fees necessary for the efficient and professional implementation of the program. In order to facilitate the more rapid approval of fees we you may want to expressly let us use our current fee regs at least until new regs are in place (if you want new regs in place).

Hi Lee -
We just had a great call with your staff. We cannot thank you guys enough for all of your technical suggestions.
There are some things we discussed in the call today that I wanted you to be aware of so we can keep you in the loop.
We asked that your staff provide us with a calculation of the subsidy rate with almost 0% risk, due to the AAA bond rating status for all 50 states. We also asked for technical suggestions of how we can provide EPA more flexibility to play with the Treasury interest rate on an individual basis. Further, we would like an analysis of changing the treasury rate, if we set it at 50%,75%,80% and 90%. Lastly, we would love to get your opinion on EPA admin fees.
As you know our objective is to provide a more attractive financing option to incentives he states to participate. That being said, we want to make sure we are doing everything we can to ensure EPA has all of the tools to make this a success.
