SUPERFUND REPORTING AND MERC REPORTING
At 6:45 a.m. on November 8, 1987, I called the National Response Center 0-800-424-8802) to report a leak of vinyl chloride. Petty Officer Oertle accepted the call and this incident was given file number 14131. I told him this call was concerning a leak of vinyl chloride which is a federally permitted release and does not need to be reported. I explained that I was reporting the leak as a courtesy due to the size of the leak.
He asked my name, the name of the company, and the location and phone number of the company. He asked the time and date of the incident and 1 told him the leak started at 12:15 a.m. on November 8, 1987, and was stopped at 1:45 a.m. on November 8, 1987. He asked if vinyl chloride went to the atmosphere and I replied yes. He asked the size of the leak and I told him approximately 3000 pounds. I told him if this amount is appreciably changed by later calculations that I would advise the National Response Center. He asked the cause of the release and I told him the leak occurred due to a failure of a gasket between the condenser lid and the condenser on 745 reactor. He asked what was done to control the leak and I told him the vapor space in reactor 745 was equalized into an empty reactor and that the pressure in reactor 745 was reduced to 0 psig using the recovery system.
He asked if I had reported the incident to anyone else and I told him I was going to call the Mississippi Emergency Response Commission and the Mississippi Bureau of Pollution Control.
At 6:50 a.m., I called the Mississippi Emergency Response Commission (MERC) (1-800-222-6362) to report the incident. Linda Woelfle accepted the call. This call is required now that SARA is in effect. I told her I was reporting a leak of vinyl chloride and that since this leak is a federally permitted release and does not require reporting, this report is being done out of courtesy due to the magnitude of the leak. I told her there was no emergency requiring any response from MERC. I gave her the details of the leak. She had no questions. I also told her the state regulation requires that the emergency response coordinator of the local planning committee be given notice also. I told her I did not believe this person had been designated and asked who to report to locally. She said she did not know and would have someone call me on the morning of November 9, 1987.

At 8:05 a.m. on November 8, 1987, I called Jerry Banks 0-939-4474) at his home to advise him of the leak. I provided him the same Information as I did the National Response Center. He had no questions.
