The purpose of this procedure is to ensure the safety and health of employees directly involved with performing the work and others, either in the immediate area or downwind, who may be exposed to residual dust/fibers. Insulation containing asbestos is no longer installed; the concern of this practice is the identification and control of old insulation containing asbestos. STANDARDS / Permissible Exposure Limits: ... _ Asbestos dust concentrations must not exceed an 8-hour time weighted average (TWA) ef 2 fibers (longer than 5 micrometers) _per cubic centimeter of air. When asbestos insulation is suspected, a qualified insulator will make a positive identification that an item is asbestos insulation covered and will mark it using the yellow and black stick on labels. Demolition, removal or handling of asbestos-containing insulation shall be performed while the material is in a sufficiently wet state to prevent emission of airborne fibers exceeding exposure limits. Caution signs and barricades shall be posted at all approaches to areas which may contain excessive concentrations of airborne asbestos fibers so that an employee may read the signs and take necessary protective steps before entering the area. The signs shall conform to 20* x 14" vertical format and state: ASBESTOS/DUST HAZARD BREATHING ASBESTOS DUST MAY BE HAZARDOUS TO YOUR HEALTH AVOID BREATHING DUST WEAR ASSIGNED PROTECTIVE EQUIPMENT DO NOT REMAIN IN AREA UNLESS YOUR WORK REQUIRES IT (These signs are available in Stores, 463486-120) E. An appropriate barricade, using yellow 6 black colored tape shall be erected around the perimeter of outdoor areas as a supplementary, protective measure to discourage unauthorized entry. F. In case of repair or transportation of an'object that is asbestos insulated, an adequate amount of insulation will be removed to allow safe repair Or transport. The exposed ends of asbestos insulation left will be coated before transporting or repair. The object will be prominently identified using labels as described in *B? (Stores item *63-486rl60).. G. Transportation will be alerted when asbestos insulated"items are -to be transported, so that special precautions can be taken. Truck Drivers so *alerted* will carry special water spray cans to wet down spots or breaks that might occur in handling or transporting. The person requesting the truck will be responsible for "special" notification and will make sure the object is prepared as in (F) above. H. Salvaged equipment with asbestos insulation will be taken to the asbestos removal site with insulation ON and be placed in the specially marked area. The equipment remover is responsible for providing a Work Request to remove and dispose of the asbestos insulation. Major demolition removal will be done on site under controlled conditions. Bags & Labels: Special reinforced plastic bags are used by plant personnel for bagging and disposing of asbestos insulation. Stores item #14-103-602. Special labels for the bags are in Stores, item #64-486-160. The label states: CAUTION CONTAINS ASBESTOS FIBERS AVOID CREATING DUST BREATHING ASBESTOS DUST MAY CAUSE SERIOUS BODILY HARM J. Removal - Insulation to be removed shall be wetted and placed directly into special plastic bags (Stores #14-103-602). A good practice is to place plastic sheeting below the job site, mist spray the insulation as required while removing and then dispose of the plastic sheeting along with the insulation. Stripped insulation must not be dropped or thrown to the ground. Dust tight containers, chutes, or special metal load luggers, must be used for lowering insulation. When removing large amounts of insulation, thoroughly wetted insulation maybe placed in special open'topped metal containers (large load luggers).. This insulation must be kept wetted down and covered until disposed of. The container must.be made free of asbestos residue before reusing in the plant. A good practice is to line the container with plastic sheeting prior to loading and then dispose of the sheeting with the insulation. K. Waste Disposal - Asbestos waste, scrap, debris, bags, containers, equipment, and asbestos-contaminated disposable clothing, consigned for disposal, which may produce airborne concentrations of asbestos fibers in excess of prescribed exposure limits shall be collected and disposed of in sealed impermeable bags, or other closed impermeable containers to an approved landfill. An order for waste removal must be obtained from the E.P. Department. HOUSEKEEPING All external surfaces shall be maintained free of accumulations of asbestos fibers, if, with their dispersion, there would be an excessive concentration. In severe conditions it may be necessary to tape the wrists, ankles and neck of the protective clothing. A. The approved respirators at the Seadrift Plant are: The 3M 8710, The North Half with 7500 B cartridge (purple color), the D.S. Safety Half Mask with 158-T-12 cartridges (purple color); the Nilson Full Face Mask Respirator equipped with R-ll cartridges; the Full Face Mask Supplied Air Respirator; and the Self Contained - Breathing Unit (Scott-Air Pak) in emergency situations. B. Coveralls, white paper (53-129-010) or yellow vinyl (63-380-112), overshoes or rubber boots and vinyl or rubber gloves are minimum acceptable protective clothing. Contaminated protective clothing will be disposed of in the same manner as asbestos materials. Hanning lx*. 5903 / 030763 Changes Between the Original and Amended Asbestos Occupational Health Standard General OSHA amends Its present standard (29 CFS 1910.1001) regulating occupational exposure to asbestos by developing two final standards that aoply to general industry and to construction because the differences In exposure and wort place conditions In general Industry and construction wort sites warrant separate treatment. UCC activities would generally fall under the revised standard for general Industry. OSHA has concluded that chemically modified asbestos should be regulated in the same manner as unmodified asbestos. OSHA concludes that all forms of tremollte, anthophylllte and actlnollte should be regulated under the revised standards. In the final standard the action level has been set at O'.l fibers per cubic centimeter (f/cc) which triggers the monitoring, medical, and employee Information and training requirements. This action represents no real change to the standard with regard to this provision, but merely clarifies OSHA's policy. Permissible Exposure Limit OSHA has reduced the current 2 f/cc permissible exposure limit (PEL) to an 8-hour time-weighted average (TWA) PEL of 0.2 f/cc. This lower limit should reduce the recorded mortality from lung cancer, mesothelioma, gastrointestinal cancer, and other types of cancer due to asbestos exposure. Celling Limit The amended standards do not designate a celling limit for exposure to asbestos. The original standard had a celling limit of 10 f/cc and was met througn engineering and work practice controls. Samoles must be analyzed using a phase contrast microscope calibrated using a ohase shift test slide and equipped with a Walton-3eckett graticule. The filter samples must be prepared using acetone-trlacetln clearing solution and be counted In accordance with the *Aa rules contained In the NIOSH 7400 method. Regulated Areas The amended standard requires employers to Identify as regulated areas any locations In their wort places where there may be occupational exposures to airborne concentrations of asbestos above the PEL. The amended standard prohibits eating, drinking and smoking In these areas. Only authorized persons may enter regulated areas which must be clearly marked. The existing OSHA standard does not contain a provision for establishing regulated areas. Methods of Compliance The amended standard requires employers to Institute engineering and work practice controls to reduce the exposure of employees to or below the PEL. If the employer establishes that such controls are not feasible,, selected respirators may-be used to supplement the engineering'and work practice controls. Respiratory Protection Respirators may be used to limit employee exposure to asbestos In the following circumstances. 1. Ourlng the Interval necessary to Install or Implement feasible engineering and work practice controls, 2. In work operations such as maintenance and repair activities or other activities which the employer establishes that engineering and work practice control procedures are not feasible. 3. In work situations where feasible engineering and work practice controls are not yet sufficient to reduce exposure to or below the PEL. 4. In emergencies. These limitations on the required use of respirators are consistent with the requirements of the past asbestos standard and with good Industrial hygiene practice. Protective Work Clothing and Equipment The final standard makes a change from the current standard to respond to the evidence developed since 1971 that asbestos Is a potent human carcinogen. Protective clothing Is to be supplied to employees exposed above the PEL of 0.2 f/cc. -3- 030765 The final standard provides that the employer ensure that all protective cloth In? Is removed at the end of each wort shift only In change rooms. The standard emphasizes the need to assure that contaminated clothing Is stored, cleaneo/laundered. or disposed of in a safe manner. The final standard clarifies that the obligation Is on the employer to provide personal clothing at no cost to the employee. The final standard also requires the employer to Inform those who handle the contaminated protective clothing of the potentially harmful effects of exposure to asbestos. Hvolene facilities and Practices The final standard like the existing standard reiterates the type of change room an employer must provide and the requirement that the employer prohibit the consumption of food and beverages In areas where there Is exposure to toxic substances. Unlike the existing standard, the final standard requires employers tor assure that employees exposed to asbestos during their work shift shower before leaving the. plant and do not leave wearing work clothing. The final standard requires employers to provide persons working In asbestos areas with filtered air lunchrooms which are readily accessible. Employers must also assure that employees wash their hands and face prior to eating or smoking and do not enter the lunch room wearing protective clothing, unless cleaned beforehand. Communication of Hazards to Employees The final rule for asbestos requires that legible caution signs be posted at each regulated area where occupational exposures could exceed the PEL. Signs must also be posted at all approaches to areas containing excessive concentrations of airborne asbestos fibers. Signs must bear the following: Oanger - Asbestos; Cancer and Lung Olsease Hazard - Authorized Personnel Only; Respirators and Protective Are Required In This Area. McMullen 030769 MOBILE DECON UNIT Unit to be mounted on a 20' Tandem Axle Trailer with a Tongue Mounted Leveling Jack, 2" Ball Hitch, 6 Plyrated Tires (no spare required). The aluminum outer cover shall be primed and painted to prevent corrosion. We may want to paint it here to assure an adequate paint job. The Unit should be 3 compartmented consisting of: 1. A Dirty Area with a built in negative air flow system of adequate capacity to prevent contaminated air from entering the clean area. This area should be lighted, have storage space, benches, hangers for miscellaneous items and a waste container for contaminated throw away items. There should be a clothes washer and dryer installed with the washer discharge water piped into the shower holding tank and the dryer discharge ducted to the inlet of the negative air flow system. There should be several 110 volt electrical outlets and the walls and floor should be constructed of materials that are easily cleaned and waterproof. The access door to this area is preferred through the back of the trailer. The access way should have a retractable steps. 2. A Shower or Clean Up Area consisting of two showers, an inline electrical hot water system capable of supplying ample hot water for both showers and the wash machine. Me will not operate the washer and showers simultaneously. A waste water holding tank equipped with a pump to discharge waste water through a dual filtering system. Final filtration shall be 5 micron maximum. 030770 3. A Clean Area which is air conditioned, heated and lighted, has at least eight lockers for personal items and clothing that have hasp type locking devices.
