Box No. 13, The Heath Runcorn, Cheshire ENGLAND Dear Mr. Lindsell: As anticipated when 1 wrote to you on September 1, the companies in this country that have been planning a research program on the carcinogenic potential of vinyl chloride are highly pleased with the prospect of any ar rangement for reciprocal exchange of information in accord with your letter of August 16. They quite agree that the coordination arising from such exchange should lead to a more productive overall outcome, appreciating it would be especially beneficial to the U. S. project at its outset. I venture two interpretations which I feel sure are consistent with your intentions. First, the stipulation, in the first sentence under "b", applying to "the individuals ..." would not preclude each of these individuals from private discussion of the disclosed information with his own company colleagues, since any such foreclosure would certainly be difficult to sustain. Second, in "c", "equal status" would concern access to project information on a current basis and participation in sharing ideas and suggestions; presumably European and XJ. S. groups would each prefer to retain the right to determine the substance and administrative manage ment of their respective projects. * Please be assured these points are mentioned only for clarification, with no suggestion that any problems concerning them would occur. rSV 0000310 r. Mr. R. S. project to abide by them. It happens that the technical representative of one company, namely, Dr. Walter D. Harris, Corporate Industrial Toxicologist, UNIROYAL, Inc., is to be in Brussels on Octo ber 16 and plans to be in England later that week or the fol lowing week. It would be much appreciated if arrangements can be made for him to receive information about the Euro pean program at that time. Soon thereafter, we expect the U. S. group technical representatives would meet to finalize plans for getting their project under way. We hope that one or more European representatives might be able to be present on that occasion.
