SUBJECT: Plant Fiber Communications
During the past few months I have become increasingly concerned about the communications I have received regarding the relative level of responsi bility our Plant Managers have been taking toward informing our employees of the health risks of dust and fiber in our plants. I have recently heard both from a former Assistant Plant Manager who stated "Had I known the level of fiber was this severe and caused this much of a problem, I may not have joined CPD." and a former Plant Manager who stated to me that he believed that while he was a Plant Manager his employees were subjected to severe conditions of dust while unloading cars and he believed that that dust level would likely have resulted in fiber counts exceeding the standards of 2 f/cc.
I had believed-that our lung function testing, x-ray analysis and annual fiber counting at our plants would certainly have alerted both our supervision as well as our employees that we are extremely concerned about the overall health aspects of the plant working environment. However the aforementioned comments make me wonder if, in fact, our plant manage ment is truly taking the information and putting it in practice in the field.
I have considered sending a bulletin to the Plant Managers directly for display on the bulletin boards; however, this may be neither the time nor the most proper approach to assure ourselves that adequate and timely communications are getting to our employees.
In order to assure myself what further steps are required with regard to communications, I would like to have you solicit each of your Regional Managers and make a determination as to the adequacy of the information being disseminated and report back your recommendations as to what actions may be considered in order to assure ourselves that our plant personnel are both knowledgeable of the--hazards-that- exists-and ,- most importantly^-- that-our-people-are-taking the most stringent-precautions-assuring-our------selves that fiber and dust exposures are held to a minimum.
