A cordial welcome was extended to Messrs. Fisher, Poutiatine and Gagnon on the occasion of the 100th meeting of the Association, Minutee of meetings held .at Jasper Park Lodge on August 4 and 5, 1966 were adopted. A motion for adoption of minutes of meeting of Oecember 12, 1966 was then moved and seconded. Agreed. Technical Committee The fifty-first meeting of the Technical Committee was held on .January 17th, 1967, in Thetford dines. The Chairman report* \ u.>b4k'iJ *.*. t , ) L i ....V that the test work is continuing under the following sub-committees: . ^ ' Oil Absorption Sub-Committee Fibre Strength Unit Sub-Committee Filtration of Asbestos-Cement-Silica Mixes A.S.T.fl. Task Groups The Unit Load Sub-Committee has. held several discussions with freight handlers and shipping companies. It seems that isolated groups are interested in unit loads, but it will be some time before the industry' will have sufficient acceptance to initiate the use of such a package. Three approaches were reviewed and a summary of the material ' costs was given toThe Technical Committee. The sub-committee realizes the difficulty of introducing the concept of unitized shipments and will continue its investigation. At this point, it was submitted that it might be more advantageous to go to container shipments. This could be locked into, possibly in the case of U.S. shipments. The report of the Copant fleeting has been circulated to the members of the Technical Committee. This report will be reviewed with Mr. Hutcheson to outline a suitable program. Uniform Classification and Gradino Committee / The Chairman reported as follows: 1.Sherbrooke Laboratory The regular work of the laboratory is proceeding normally. In addition, Mr. Cossette is co-operating with Or. Massey of the University of Sherbrooke and Or, Pelnar. Or, Wassey is supplying two students to work in the laboratory this summer. B 1 . <tS u - V. it ;; -3- One good effect of this work with Or, Massey is that it improves the Q.A.MA. Laboratory's image with the University, a A request by Dr. Saucier (Head of University of Sherbrooke Biology Dept.) to trap animals on QAfflA Company's premises has been referred to Mr. lindell. One summer student is to be hired in 196? to allow research of Strength Unit for the Technical Committee* Some Strength Unit tests ere to be performed on anthqphyllite to check some confusing statements from South America. 2,0ept. of Wines** Technical Surveys A three phase program was first started in feb., 1962; and was reviewed with the Minister of Mines in Nov, 1964, The objectives were (and are today) as listed below. Progress is noted briefly:- (e) Methods to determine the dimensional characteristics of fibre, particularly length.. . Fibre orientation in liquid - I.R 63-4B ' Ziess Particle Size Analyser- l.R 64-73 Watson Image Shearing - Statie method of Measuring diameter. The Ziess Analyser was purchased by Q.A.M.A. in October 1966. Fibres were supplied to Ottawa, As of Jan. 27/66 a camera for projecting the dispersed fibre on to a photographic plate (direct) is to be used. Ottawa is waiting for the required paper but doing some preliminary counting. Ottawa is considering Zeta potential (study of coagulation and chemical additives), also use of di-electrics. ( ' . -- . ' ' * * ' ^ -4- (b) Methods to express numerically the texture (harshness or. softness) of fibre. . s Iodine Absorption - IR 65-31 (abandoned) IR 65-52 . Infra-red (in progress Nov./65) Thermal Luminescence? As of January 27/67 trying sonar (variable audio frequency). (c) Methods to measure and express the degree of "openness" of fibre. 1965 - Invertigating nitrogen absorption Mar./66 - Dept, has bought smaller, more practical,nitrogen absorption machine. As of Jan. 27/66 waiting for repair equipment for larger machine to continue testing. 3.Deot. of Natural Resources - Quebec A meeting was held with Mr. Toy on Jan. 17 at which he was told: - (a) Q.A.M.A. will not supply funds. (b) Asbestos in asphalt has been well tested use required. (c) Asbestos in concrete not encouraging. (d) Asbestos in paper seems a good area for investigation Perhaps the Three Rivers Institute could assist. Mr. foy was also given Asbestos Corporation's experience with wet milling for asbestos. 4.Point Value Classification Attached is the wording given to Directors on December 12, 1966; it has since been reviewed by the Uniform Classification and Grading Committee and left unchanged. At tne meeting of September 12 of the Association, it had been agreed in principle to introduce the P.V. System as a standardized procedure. Approval by Directors was requested by the Chairman, but was held up, because one member company, namely Flintkote nines Limited, wes not represented at the meeting. Also attached is a revised wording of the copy given to Directors on Dec, 12, 1966, concerning "suggested controls for P.V. Classification." If the P.V. Classification is adopted, these would be the controls suggested. 5. WcNett Classification No progress to report. The Chairman suggested minimums for C.S. fibre Croups and Crades to the Uniform Classification 4 Grading Committee on Jan. 24, but maximums have no signifi cance due to the wide range of fflcNett results of C.A.ft.A. fibres. The committee feels that a better way of measuring is necessary before progress is possible. 6. New Grades Originally new grades, which had passed the experimental stage, were tabled with the Uniform Classification and Grading Committee for clasalfication within existing classifications. It seems that in certain cases the rule of 100 ton experimental minimum shipment of the U.C. & G. Committee has not been observed. It was suggested that the Committee publish a list of the offenders, if any. Industrial Relations Committee 1.The Chairman explained that further adjustments were still to be made on the new Sausch & Lomb Automatic Oust Counter, in order to obtain proper correlation with the previous instrument (impinger). 2,The Department.'of Labour of Quebec, the Chairman has been - advised, intends to propose several amendments to the Labour Code, among which, a) The meaning of the word employee would not exclude foremen,-i.e. the latter, could be allowed to unionize, a situation which could result in a conflict of interest; ' b) Before the right to strike may be exercised, a vote by secret ballot must be taken under the supervision of an officer of the Labour Dept.; c) Notice of six (6) months by employer, when planning a shut-down. 3.It seems that the.Unions are pressing the Labour Department to establish a miners Reclassification Funo, wnich couio be used to assist employees laid off as a result of curtailment or shut-down of mining operations. The Committee is awaiting developments. QWWAPA QAWA To Asbestos: QWMAPA QAWA 933 men 100% 100% nil nil 100% General Superintendent (Wine Rescue Training Plan) Salary and Travel Expenses: QWWAPA QAWA 4986 men 305 men .5291 men ADOPTED. 94% _6 100% v -8- < ; t i Traffic Committee " *S A meeting of the Committee wee held in Montreal on January 25th and 26th, at which time the following matters were pn dealt with? pr ' a) A meeting with the Canadian freight Association and Railroads, protesting the 10^ increase proposed in the Agreed Charges to St. Lawrence ports, and as a result of this meeting the increase has now been post poned to A^ril 1st pending further discussions. 0- b) Decision to make application to the appropriate Railroads for the establishment of 120,000 lb. rates to Official Territory in the United States. c) Agreements with the United Kingdom, Conti nental, Baltic and Australian freight Conferences r for rates for the coming year at 75 cents more per ton in 1966 (an increase of about 5%) whereas all Conferences had been requesting increases ranging ii it from 10 to 15/S. Legislation and Taxation a) The so-called Federal baby budget was passed by the House of Commons which provided, amongst other things, for an increase in personal income tax for most Canadians and increased the effective rate of federal sales tax ii from 11% to 12%, but this additional 1% was not made applicable to production machinery or construction materials* cc -9- b) The difficulties previously reported with respect to a - joint submission by this Association end the Quebec Pletal Alining Association, now appear to be resolved and a final meeting is to be held this month in order to finalize the submission which it is intended to make to the Prime Minister on this subject. Public Relations a) The draft text of the proposed new centennial booklet on the asbestos industry is included in the working papers tabled at the meeting, and all members were requested to examine same and send their comments to the Chairman of the Public Relations Committee on or before February 15th. b) The text of the Expo folder which is to be distributed at the Quebec Pavilion at Expo *67,was reviewed and amended Oust Abatement Committee Reports on dryer dust control have been received from Lake Asbestos, Asbestos Corporation, Bell Asbestos and Canadian Johna-Manville. Two only are comprehensive enough to be seriously studied end it is planned to do so. In his comments at the meeting, the Chairman gave, / . a) a description of the extent of our problem by stating figures of dust quantities emitted to the atmosphere at C.J.fl. and at Lake Asbestos, pointing out the progress over the immediate passed years; b)data-on-experimental work-being- presently carried-out. at.\ v*>.tin - *:*n"7- * ?>**:**r0. *vvr. * ;1 r'Z *;jv. ^; v n fr* r!, r~ U // t -10. Canadian Johns-Manville. It was pointed out that an improved asbestos cloth might be the answer to the dryer dust abatement problem. New Business a) The Treasurer tabled the financial statement of the Association for 1966; to be audited in due course. . b) In reply to a request from the 1967 Annual CIM Meeting Committee, an amount of S5Q0.00 was proposed as a contri bution to the~"}enerel financing of the meeting to be held in Ottawa, March 26, 27, 28, 29 next. ADOPTED. c) Method of Reporting Average Number of Man Employed It was felt advisable to review present practice; does it include the hiring of students, contracting and construc tion afork? . It was suggested that an "Ad Hoc" Committee be appointed to look into the matter. It was moved that Mr. F.P, Smith be named chairman of such committee, with Messrs. J. 0. Eby, I.C. Campbell and G. Robinson as members. ADOPTED. General Business Conditions Comments suggested that the outlook for 1967 was somewhat muttain. U.S. is entangled with the War in Vietnam and is fared with a "balance of payment" problem. The automotive industry le falling behind last year.
