Wayne said they are looking at RV discharges from all six VC plants in Region IV (five PVC plants and one VCM plant) beginning in 1978 through the present. Since they had delegated NESHAPS to Mississippi in November, 1981, they requested any RV discharge reports since November in order to review all incidents. When asked if they were going to make a determination on our plant, Wayne said he would not make a determination. However, he said someone at a higher level would determine whether action should be taken, but he did not know when that determination would be made.
