Schwerman Trucking 9918 Chemical Rd Inspection Date 03/03/2026
Section I - INTRODUCTION
PURPOSE OF THE INSPECTION I, Bill Mansfield, EPA Region 6 inspector arrived at Schwerman Trucking at 10:00PM on 03/03/2026 for an announced inspection. I met with Rachel House, Terminal Manager. I presented my credentials to Rachel House and informed her that this was an EPA inspection to determine the facility's compliance with the Resource Conservation and Recovery Act (RCRA). The scope of the inspection is a Compliance Evaluation Inspection (CEI) and includes evaluation of the facility's hazardous waste management activities. FACILITY DESCRIPTION Schwerman Trucking's 9918 Chemical Rd facility is a bulk product transportation facility that also performs maintenance on their trucks. The EPA ID TXR000086113 associated with the facility address of 9918 Chemical Rd was registered by Sprint Transport as a RCRA hazardous waste transfer facility in October of 2022. Schwerman Trucking took over the facility in late 2025 and, per the terminal manager, they do not manage hazardous waste at the facility. Section II - OBSERVATIONS During the opening conference, I asked about used oil and universal waste. Per the terminal manager, the facility is a used oil generator and a small quantity handler of universal waste. Maintenance Building: During the inspection, I observed two used oil containers. One of the used oil containers (blue poly drum: Appendix 1, Photos 1 and 4) was not labeled with the words "Used Oil" [AOC 1]. A mechanic in the shop confirmed that the blue poly drum was used oil overflow from the larger black used oil container (Appendix 1, Photos 1 and 4). I also observed used batteries stacked on the floor with no labeling (Appendix 1, Photo 6), [AOC 2]. Outside the maintenance building: I observed one drum of unknown contents (Appendix 1, Photo 5). The drum in photo 5 had a faded label on it that appeared to be an old hazardous waste label. I asked the terminal manager about the drum, and they did not know what was in it [AOC 3]. I also observed two used batteries on a pallet with no labeling (Appendix 1, Photo 7), [AOC 2].
Section III - AREAS OF CONCERN
I observed the following Areas of Concern (AOCs):

AOC 1 - Used oil container not labeled with the words "Used Oil". Pursuant to 40 C.F.R.
279.22(c), Containers and aboveground tanks used to store used oil at generator facilities must be labeled or marked clearly with the words "Used Oil".
AOC 2 - Used batteries (universal waste) not labeled. Pursuant to 40 C.F.R. 273.14(a),
Universal waste batteries (i.e., each battery), or a container in which the batteries are contained, must be labeled or marked clearly with any one of the following phrases: "Universal Waste--Battery(ies)," or "Waste Battery(ies)," or "Used Battery(ies)".
AOC 3 - One drum of unknown waste outside the maintenance building. Pursuant to 40 C.F.R.
262.11, A person who generates a solid waste, as defined in 40 CFR 261.2, must make an accurate determination as to whether that waste is a hazardous waste in order to ensure wastes are properly managed according to applicable RCRA regulations. CLOSING CONFERENCE The closing meeting was attended by me, Bill Mansfield (EPA Inspector), and Rachel House (Terminal Manager) on 03/03/2026. During the closing conference, I reviewed the 3 AOCs noted during the inspection, fielded questions from facility personnel, and provided information about the next steps in the inspection process. Section IV - FOLLOW UP No additional information was requested or received by EPA after exiting the Facility on 03/03/2026.
