See footnotes [a][b] Paris Climate Agreement is a John Frum Protocol. Such is "misuse of the misunderstood" by improper conduct that distracts resources away from technical actions essential to meet true priority needs. [a] Example of Protocol 'misuse of the misunderstood'[b]: During Second World War, persons indigenous to Pacific Islands observed USA soldiers conducting drills, marching in formations with shouldered guns. They saw packages fall from the sky (via parachutes by cargo plane drops since small remote island did not have air strips). Soldiers opened the packages to reveal supplies of foods, medicines, uniforms, etc. and made gifts to Islanders, saying I am "John (name) from (USA)". After the War, military drills stopped. USA's soldiers left for home. Packages of goodies ceased falling from the sky. Creative native promoters applied the Latin 'post hoc ergo propter hoc' ('after this, therefore because of this'). Islanders drilled and marched, in salvaged uniforms, with stick semblances of weapons, with belief (planted by promoters) that doing so would cause packages of goodies to fall from the sky. So continues today in 2017. From such arose the Vanuatu Island Tannese Army of the John Frum believers. [b] Vanuatu Island 'John Frum' promoters appear to 'misuse the misunderstood' by improper social conduct. They likely distracted from required procurement of medicines, food production, science education and other steps essential to meet islanders needs. 1 Relevant points: Disagree or chuckle or frown about the John Frum Protocol, as you wish, but Vanuatu signed and ratified the Paris Agreement, with entry in force November 2016 [c]. No so funny, because from the "air" (this time, it will be climate change CO2 "air"), USA taxpayer-paid (in part) package drops of money can resume. Not far away and also not funny, Tuvulu [c] [d]entered the Paris Agreement in 2016 also, but with a caveat in its Nationally Determined Contribution (NDC) reserving claims for harm caused by climate change: "...no way constitute a renunciation of any rights under international law concerning State responsibility for the adverse effects of climate change...any claims ... concerning compensation due to the impacts of climate change..." e.g. by sea levels rise flooding and the like. Author translation of one view: 'Tuvulu thanks the World Bank for funding its new power generation capability [d] but if all of it sinks due to climate change, we'll see you in Court'. [c][d] One view of Paris Agreement as a John Frum Protocol for Climate Change: Here is one critical view of the John Frum Protocol for some promoters of the Paris Agreement = (i) meet at least each year (>195 countries), (ii) discuss and rehash 'rule of origin' [i] for emission sources without adequate commitment [e][f] or taking effective technical steps to reduce [g], (iii) get money from Green Climate Fund (GCF)[h][j] or tax your people and pass to GCF (iv) observe pollution and CO2 increase each year in years to 2030 and beyond (v) repeat (i), (ii), (iii) and (iv) over and over. Explanation of above (i) through (v) is from viewpoint of USA small business (development stage company) which respectfully complains that 'at sea marine transportation emission sources' were excluded from the Paris Agreement, being a gap and disconnect, and thereby proceeds of tax by UN on marine fuels could go to UN designated destinations, without being applied to solving source pollution issues. Again, if the Paris Agreement is to function, why have gaps as large as marine? One answer: John Frum Protocol. 2 Paris Climate Agreement is a John Frum Protocol because it distracts away from technical solutions to solve pollution concerns, thus it is human caused "CO2 Voodoo" as defined in the Request to OIG. [b] Promoters: (x) take some elements of truth about the past - (i) past soldiers drilled in uniforms, then WWII cargo parachutes fall, (ii) past human caused CO2 increased, then [fill blank with your opinion] (y) plus at 2016 Paris entry dates, add multiple interpretations of the past into the present (i) in 2016 John Frum groups march yet again, when no cargo parachutes fall, an interpretation occurs.... how does each promoter honesty add continued faith for continued participation? Answer: follow Protocol. (ii) in 2016 at Paris entry start, CO2 increases are akin to an exponential: each country adds its own initial NDCs [e] plus each adds its own interpretation does each country honestly add faith in its emissions reduction via Paris Agreement? test: measure the faith of those top 10 countries/regions which have ~80% of CO2 emissions by reading their NDCs[f][h] KEY question: Thus, for the future (z) after 2016 Paris entry, if no fall in global warming can be accurately measured after 2016, and if accurate assessments of CO2 levels for compliance with NDCs can not be made, how does each promoter honesty add continued faith for continued participation? Answer: follow Protocol, (i) meet at least each year (>195 countries), (ii) discuss and rehash 'rule of origin' [i] for emission sources without adequate commitment [e][f] or taking effective technical steps to reduce [g], (iii) get money from Green Climate Fund (GCF)[h][j] or tax your people and pass to GCF (iv) observe pollution and CO2 increase each year in years to 2030 and beyond (v) repeat (i), (ii), (iii) and (iv) over and over. Result: Without open, complete honesty about reality, there is certain failure. The environment suffers. 3 A fair approach to honesty about reality (cost part) is within the initial NDC of India.[g] India is assigned by some references as "2nd Place bad CO2 emitter" at 13% of all 2016 CO2 emissions behind China "1st Place" at 26%. [h] Some state in 2016 ~35% of India's 1.3 Billion persons are in poverty, ~30% do not have access to electricity, numbers without clean water, and per capital income is < US$1,600. [j] India openly and frankly states financial reality in its initial NDC submittal: "India's climate actions have so far been largely financed from domestic resources. A substantial scaling up of the climate action plans would require greater resources.... international climate finance needs will be finalized at a later stage..... a preliminary estimate suggests that at least USD 2.5 trillion (at 2014-15 prices) will be required for meeting India's climate change actions between now and 2030. [g] That missing background, "how to pay for addressing climate change", for India and for many other countries is part of the "CO2 Voodoo" of the Paris Climate Agreement promoters. Some may believe parachuted cargos of hard earned USA-taxpayer paid cash will fall from the sky.
