As noted in the inspection report and checklist, among the inspectors'observations is the need for the facility to take expeditious steps to perform necessary repairs and upgrades to ensure that the facility consistently complies with the limitations in NPDES permit, MA0100595. Please provide an update of the efforts underway to repair the sand filters and any other repairs or improvements that are currently underway or scheduled. Regarding SPCC, the inspectors did not inspect every component of the facility covered by the SPCC plan. For example, the inspectors did not go to pump stations covered by the plan, or the the landfill, where above - ground storage tanks are located. However, EPA did review the SPCC plan that was provided during the inspection, and this plan is the primary basis for the responses in the attached checklist. Observations include the need to perform timely five - year reviews of the plan in the future and timely plan updates to address off - cycle changes at the facility, in accordance with the requirements in EPA's rules at 40 C.F.R.
