Burlington Resin plant has received a scheduled 42,000 gallon Allied tank car and the first of ten 31,000 gallon PPG cars of vinyl chloride monomer. The following is a pro gram for evaluation of the Allied and the PPG monomer in pro duction.
A. Allied VCM Program 1. In a scheduled 18 batch run of Tenneco 315P charge one S batch lot using Tenneco VCM from storage (no recovery) Follow this lot with a c batch lot utilizing Allied VCM (no recovery) charged directly from the Allied tank car. 2. When transferring batches of the above two lots to the slurry tank do not add soda ash. After the last batch of each lot has been transferred to the blend tank during drying; dry for 1 hour more and take spe cial 5 lb. drier sample*. Estimate amount of slurry left in the blend tank and make soda ash addition of 25 lbs./batch. After 2 hours more of drying take 2nd special 5 ,1b. sample from each lot. All four samples are to be used for heat stability and light absorbance evaluation. 3. Run out one PVC monomer storage tank (number 1 or 2) and unload the remainder of the Allied monomer into it. Have a sufficient level in the other tank to take up any delay in charging of the Allied VCM. 4. The Allied VCM is to be charged in Tenneco 225 type (H-3120) as follows: a. Prior to charging of the Allied VCM run r covered

b. Charge three lots of Tenneco 225, preferably in a schedule of four 7 batch lots as follows: Lot 1: 7 batches. Allied VCM, scheduled sb as to use all Tenneco recovery gener ated in previous lot processed (may have some Allied blended in). Lot 2: 7 batches. Allied VCM, Mo recovery Lot 3: 7 batches. Allied VCM, with minimum of 1,000 lbs./batch of Allied recov ery. Lot 4: (if scheduled) 7 batches. Allied VCM, No recovery. If scheduling of lot 4 is not possible at time of run, charging of this lot should be included in the next Tenneco 225 run. Take vapor and liquid samples of the Allied recovery.
B. PPG VCM Program
The PPG monomer is to be used in all three resin
plants as follows. Use of the PPG monomer once com
menced should continue till all 10 cars cure depleted.
Check schedule of arrivals of these cars before start of
evaluation.
1. Empty one PVC monomer storage tank (number 1 or 2)
and fill with PPG monomer.
2. PPG monomer may be charged on all PVC types. Repeat
evaluation run in part A above using the same Tenneco
225 formulation, with the exception of the one virgin
lot using Tenneco monomer (lot 4). In this evalua
tion enough PPG monomer is available so that charg
ing may commence on any formulation preceding the 225
run.
*
3. Based on acceptable kinetics in the PVC plant, empty
one copolymer storage tank and fill with PPG monomer
(numbers 3 or 4). Charge at least one 9 batch lot of
Tenneco 315 using all virgin PPG monomer, repeating
the procedure of soda ash add during drying. '
4. Take vapor and liquid samples of the PPG recovery.
All batches charged with competitive monomer will be evaluated for kinetics, processing, and resin quality. If possible, recovered monomer from all batches charged should be weighed.

A memo from P. F. Albanese to Dr. E. Farber dated 2/13/69, subject "Allied and PPG Monomer" outlines the program to be followed in the laboratory evaluation of the above monomers, in addition to the gas chromatographic analysis to be run in Burlington Quality Control and Texas.
