At the end of the month, the plant had worked 179 days since the last lost time injury. Forty-four (44) mechanical and safety department personnel participated in two (2) sessions of rigging and crane operations training con ducted by the Crane Inspection and Certification Bureau. Supervisors completed 32 job safety analyses in 1979. Resin production was 26.5 MM pounds at a 91% dryer stream factor. A three (3) day scheduled shutdown was taken in the new reactor module to complete several maintenance and revision projects. Corroded transition pieces were replaced on three (3) dryers at that time and several dryer maintenance and revision pro jects were completed. The incinerator was down for 60 hours for downcomer replacement and to repack the HC1 scrubber. Resin production for the year of 1979 was a record 318 MM pounds compared to the previous record of 264 MM pounds. VCM efficiency for December was 1.0048 versus a standard of 1.0196. The year was completed with a 1.024 efficiency compared to 1.034 in 1978. Compound production was 2.8 MM pounds with Line V operating intermittently through out the month. Startup date was December 5 but several problems with the Orbitran programming limited production. Quality performance for compound was 2.4% offgrade with 64% due to mill scrap. Dry Blend operated on a seven (7) day schedule to meet shipments and build in ventory for year end LIFO purposes. Production was 5.5 MM pounds. Plasticizer production was .49 MM pounds with demand determined by internal requirements. The PVC resin expansion AFE was submitted and approved and the EPA NESHAPS permit has been granted. Plant Security Several meetings were held during the reporting period to define areas of improvement in overall plant security. Primary areas addressed include plant entry and exit, lock and key control, stores, toolroom and receiving security. QSHA Compliance Activity in this area included the following: 1. Installation of the new air supply to the building ventilation system dust collector was initiated. 2.
