Marcella Burke is a corporate attorney in Akin Gump's global energy transactions practice. Passionate about the energy industry, her practice focuses on complex energy-related transactions including mergers and acquisitions, divestitures, debt finance and credit facilities, capital markets and securities regulations, corporate governance, joint ventures, and other matters. In 2017, she was named the Woodrow B. Seals Outstanding Young Lawyer of Houston Award and also a Texas Rising Star in Texas Monthly magazine.
Ms. Burke served as a law clerk to Justice Don Willett on the Supreme Court of Texas. She took a John Marshall Fellowship with the Claremont Institute Center for Constitutional Jurisprudence, and a James Wilson Fellowship with the James Wilson Institute on Natural Rights and the American Founding. She earned her J.D. from The University of Houston Law Center where she served as editor of both the Houston Law Review and the Harvard Journal of Law and Public Policy; she earned eleven scholarships and served as research assistant to her Administrative law professor and as a tutor in the legal writing center.
Ms. Burke dedicates her pro bono efforts to military families through the Semper Fi Injured Marines Fund. TIME Magazine called Marcella a "dynamo of a lawyer" in the article, "The Pentagon's Letting Down Our Kids". The Atlantic called Marcella "a smart attorney with the powerful Akin Gump law firm" in the article, "Why Congress Should Pass Kaitlyn's Law Today", which discusses a bill Marcella drafted and received support for in both houses of Congress. Marcella was appointed under Pope Benedict XVI and Pope Francis to an international religious liberty project, and is a past member of the National Advisory Council to the United States Conference of Catholic Bishops. She is also a high school speaker, and has given talks and keynote addresses to numerous Houston-area high schools regarding character development and civic engagement. As a pre-nomination supporter of President Trump with significant experience in oil and gas, energy, and renewables, I respectfully request to be considered for a position in the new Administration. Because I am committed to the President's mission of deconstructing the administrative state, I would seek to serve the Trump Administration through a political appointment whereby I can contribute to the Administration's mission to reduce regulation on the energy industry, promote federalism through facilitating cooperation with state environmental action, prove false the paradigm that to be pro-energy is to be anti-environment, and unleash this country's valuable energy resources so the United States might be truly energy independent.
As the Vice-President of the Houston chapter of the Federalist Society, I long have been committed to the basic principles that the state exists to preserve freedom, that the separation of governmental powers is central to our Constitution, and that it is the province and duty of the judiciary to say what the law is, not what it should be. I am thrilled to watch the new administration steer our government toward greater adherence to these principles, and I would be honored to play a part in the deconstruction of the administrative state, particularly its overreach into the energy sector.

In particular, I believe that my background as a corporate energy attorney with management experience in energy-related matters equips me well to serve the administration in energy-related departments or agencies such as the Environmental Protection Agency, the Council on Environmental Quality, the Department of the Interior, the Department of Energy, Department of Justice, or possibly the Federal Energy Regulatory Commission.
