Clark - Axle & Brake Division Headquarters-Galesburg Accelerated Release of Non-Asbestos Linings RECEIVED flNG 21 1986 marketing A sudden, significant reduction in the permissible amount of airborne asbestos fibers in the workplace by O.S.H.A. has caused Carlisle to issue the attached letter of intent to cease asbestos product shipment by 7/1/87. Abex has not yet commented officially on the new 0.2 fiber/cc rule, although a //1/88 self-imposed date for production changeout had been previously announced. Several facts must be faced in light of the acceleration of this program by O.S.H.A.: 1. No non-abestos equivalent exists for high friction asbestos linings. Certain heavy steer axle <18-22,000 lbs) and rear axle brake applications (23-32,500 lbs) cannot be dynamometer certified with existing, non-asbestos products. Unless significant progress on new materials is made in the next few months, sale of some brake products may have to be suspended. 2. Most vehicle manufacturer's require 6-9 months for engineering release and production implementation of design changes. 3. Contracts with the U.S. Military do not permit component changes. In light of the above, it is critical that the following be identified within the next several weeks: All vehicle manufacturer's ability/willingness to release alternate brake specifications using non-asbestos materials currently approved for certifiable applications. Currently active brake specifications using high friction asbestos materials (Abex 551D and Carlisle MM8C5) and the near future anticipated volumes for these specifications. Eaton will most likely have to stockpile lining material for these brakes to continue supply/contract requirements. Please plan to attend a meeting on September 2, 1986.
