We met with from at the Opening Conference. I presented my credentials to and and informed them that this was an EPA inspection to determine compliance with the Clean Water Act (CWA). The scope of the inspection is a full compliance evaluation. FACILITY DESCRIPTION The unpermitted facility is a broiler operation and has barns. The facility can typically grow the birds to 37 days. The farm stocks 20,000 chickens per house for a total of 200,000 birds. The chickens are fed a corn-soy based diet. After the flock reaches maturity, they are removed and sold. The operator will windrow, de-cake then remove the composted cake material 2-3 times a year. Waste litter is transferred offsite to a 3rd party. Mortalities are composted in a litter barn. Mortalities occur at a rate of 7,500 per month and are composted in the litter barn within 24 hours. The facility has a Natural Resource Conservation Service (NRCS) approved Nutrient Management Plan (NMP)The facility was within the Watershed. The inspector exited the facility at 11:30 am. Section II - OBSERVATIONS x The facility demonstrates good housekeeping practices (Photo 1, Appendix 1). x No cracks or run-off were observed from the litter barn. x Ineffective vegetated buffers were observed next to chicken houses 1 on the south side of the property (Photo 1, Appendix 1). x There were no signs of track-out at the entrance of any of the chicken houses. x Chicken parts were observed outside containment (Photo 2, Appendix 1). Section III - AREAS OF CONCERN The exposed mortality outside the litter barn is at risk of being washed away by rainfall, potentially contaminating nearby water bodies such as , which is currently impaired for Benthic Macroinvertebrates Bioassessments & Dissolved Oxygen (DO) (Photo 2, Appendix 1) (40 CFR 122.23(b)(7)). 2 Inspection Date 10/02/2025 Closing Conference EPA Region 6 inspector Paul Juarez and ODAFF Inspector Supervisor Keith Smith conducted a closing conference at Farm at 11:25am on October 2nd, 2025, for the inspection. During the closing conference, the inspectors reviewed the one Area of Concern noted during the inspection, fielded questions from facility personnel, and provided information about the next steps in the inspection process.
