Pox 278 Port Clinton, Ohio 43452 Dear Frank: Regarding your November 28 letter to Bill Graham, as we have discussed at all of the presentations on this subject, including the organi zation meeting in Mew York last week, all plastic materials are na^t of the total thinking behind the Recycling Institute's research activity - including PVC. All plastics will benefit from the separation systems, be they air, water, chemical, etc., that we expect to flow from this work. However, instead of attempting to start vrith a substantial number of different options at this stage of the research, the group of interested parties leading this concluded that polyester and polyethylene materials should be considered prime initial candidates, since they account for probably more than threequarters of the solid waste issue and 95% of the political pressure, gjlus the fact that the dononstrated technology for solving recycling 0r these two materials is further advantaged. FVC is a good candidate for the initial R&D phase of this program. However, having said this, I should also add that the final direction of this research is not entirely determined. The Board of Directors of the Recycling Foundation will agree on and direct the activities and programs of the Pecycling Institute. Of course, if no one interested in IVC puts up the $50,000 for a seat on the Board, or shows financial contratment to this overall plastics effort, PVC will probably not have as much consideration as you feel it should have at the beginning stages of this Institute's activity.
