Box 355 Crow Agency, Montana 59022 Facility Address: Frontage Road Garryowen, Montana 59031 EPA Facility ID Number: Reason for Inspection: Inspector(s): 2020014 Routine compliance inspection Person, EPA Grabowski, EPA UST System Description The Former Garryowen Conoco (Facility) is a Tribally-owned former gas station located on the Crow Reservation in Garryowen, Montana. Environmental Protection Agency's Facility records indicate that the Facility has one jacketed 20,000-gallon underground storage tank (UST), which was installed in 1996. The tank is divided into two compartments, identified as Tank 1 (12,000 gallons) and Tank 2 (8,000 gallons). The Facility has been in temporary closure status since August 2020. Inspection Narrative The EPA last inspected the Facility on June 28, 2022, and selected it for routine re-inspection. On June 26, 2025, the EPA was informed that the UST was being removed. The EPA informed the owner and their selected tank removal contractor that inspections would be performed in the area the week of July 22, 2025, and the contractor was able to coordinate the removal for the same week. The EPA inspector arrived at the Facility at approximately 1 p.m. on July 22, 2025. The EPA inspector introduced herself to Stops, Environmental Director for the Crow Tribe. Also on site at the time were Stops, Contract Director for the Crow Tribe; , tank removal contractors; and , Brownfields Coordinator for Beartooth RC&D. Photographs of UST system removal taken during the inspection are in Attachment A. 2020014 - Former Garryowen Conoco Page 1 of 3 07/22/2025 UST Inspection Physical Observations Upon arrival, the EPA inspector noted that the tank top had been exposed, and the piping was in the process of being excavated. By the end of the day on July 22, the tank pit was still in process of being completely opened so the tank could be inerted prior to removal. Piping was excavated throughout the day on July 22 and 23, 2025. Samples were being collected as noted in the Sampling Analysis Plan, which was submitted and approval by the EPA Land, Chemicals and Revitalization Division (LCRD) on June 26, 2025. The UST was removed on July 23, 2025. EPA confirmed removal of the UST and all piping on July 24, 2025. The contractor verbally reported that no soil staining was noted during the removal; however, a possible release was reported by the contractor based on the screening of the soil by the on-site contractor. Samples have been analyzed as required in the approved plan. The EPA LCRD Division will review the UST closure report once submitted to determine if there are any additional requirements based on site conditions. Inspection Report Attachments A. Photo log B.
