Schultz Date: August 13, 1985 Subject: Plant Insulation Repair Program Based on the Joe Schultz report, it is recommended that the project be divided into two parts, operating facilities and facilities shut down for future demolition. The operating facilities should plan to complete their repairs in one year if costs are less than $100 M, two years if greater than $100 M, and in the case of No. 3 Olefins and piperacks, it may be necessary to spread over three years because of costs in excess of $400 M. However, it is important that a completion date is established to keep the project moving and to be able to measure progress. Per earlier plant managers' group discussions, the group needs to implement a policy, with Division approval and support, for the demolition of shut down facilities, and the maintenance or removal of asbestos insulation during the period between shutdown and demolition.
