Putnam You have committed us to a safety program based on the theme "You Are Your Brother's Keeper." I have enlisted the aid of the Safety Education Committee, appointed by the Board, to help in formulating this program. As a result of their discussions, we would like to to make the following recommendations to the Board for approval. The theme, "You Are Your Brother's Keeper," will be used throughout an integrated program covering the entire year of i960. This pro gram to consist of six scheduled meetings spaced through the year. v-r On January 4, the first working day of the new year, to have a kick-off talk at 8:00 in the morning for all available personnel at a convenient out door location in the plant. Mr. Putnam to give this talk. January meetings for all personnel to show them the film "Rescue Breathing." This film would be preceded by a short, talk outlining the plan for the year. At the -March-meeting for supervisors, a program of slides and narration emphasizing the theme, "You are Your Brother's Keeper." This program to he given by the Safety Education Committee. A June meeting for all personnel showing the program on the subject 'Backs." This program is another one ' of an excellent series prepared by Dr. Kilian of Dow Chemical Cod?)any. In September, a meeting for all personnel using one of the Bureau of Mines demonstration program. Finally, in January 1961^ a meeting for supervision summarizing the results of this program. To augment this program a symbol is being selected for wide use in the plant, such as, decals for hard hats, stickers for doors and other promotion usage. Several symbols are under consideration and it is hoped that these can be shown to the Board In the December meeting. SC 16821 LAM024120 Proposed Safety Program for i960 Page 2 The Safety Department will furnish each month a few appropriate examples of work situations from our files for supervision to use in their monthly departmental safety meetings. Zt is not intended that these should be used as the entire meeting, but rather an addition to their monthly program emphasizing the plant theme. Also, to augment the January meeting on "Rescue Breathing," it is planned, as part of our Off-The-Job Safety Program, to show this excellent film to the wives and to the Junior High and the High School students of Texas City, The only commitment made so far of this program, is the one for January of the showing of the Film, "Rescue Breathing." No other arrangements have been made, but if this program is to get under way, approval of the Board is needed. Of course, there will be publicity throughout the year on the theme. S. Putnam Our current distribution of hourly personnel for the election of the Hourly Safety Committee Is contained In Procedure Bulletin P-0110. This bulletin separates the hourly personnel Into three groups. Group A Maintenance--492 people Group B Manufacturing, Instruments, Laboratories Power and Material Handling--6l8 people Group C Stores, Cafeteria, Guards, Research and Engineering--76 people According to the Bulletin, two Individuals are elected from nominees from each of these groups. This means that two individuals are representing leBS than 100 people, while four others are representing better than 1000 people. Therefore, it is proposed that this distribution be changed and the necessary changes be made In the Procedure Bulletin. It Is suggested for the Board's consideration, that Group "A" continue with two representatives; Group "B" be Increased from two to three representatives; and Group "C" be reduced from two representatives to one. This will continue to elect representatives from all the groups in the plant, but it will make the representation a little better distributed in the work groups. For your consideration of this proposal a breakdown of these groups is attached. Although the approval of this recommendation is not pressing, action sometime during thd first quarter of i960 will be appreciated. jlX C. L.
