The AACPP International Affairs Committee met on Friday, October 29, 1982, at 9:00 a.m., at the Royal Air Force Club, London, England. The Chairman being in the chair and the Secretary being present. Attendees were:

Following roll call of meeting attendees and introduction of Dr. Commins, the Chairman called the meeting to order.

A motion was made and passed "... that reading of the 5/4/82 minutes be dispensed with and approved as distributed."

B. Staff Report 1. Public Affairs Programs Following status reports by the President on approved Public Affairs programs, it was requested that:
a. AIA provide AACPP with a copy of a report which has been prepared on the commercial aspects and benefits of asbestoscement products.
b. AACPP Staff consider scheduling during the 1983 Annual Meeting a model "municipal market seminar" for the Association's Associate and Affiliate member companies.
2. Technical Affairs Programs The President provided brief status reports on approved Technical Affairs Programs and confirmed that IAC members had received copies of the two (2) Opinion Research Corporation U.S. Market Surveys
' commissioned by AACPP.

A. Strategic Operational Plan 1. International Affairs Programs
a. Statistical Reporting Program Following review and after extended debate, the 7/14/82 draft format for annually reporting domestic A/C pipe consumption was approved with the proviso provisions be incorporated into the Comment section to permit breakout in metric tons of significant uses of A/C pipe defined in the report as OTHER pipe, e.g. building pipes, irrigation pipes, cable duct, etc. Further, it was agreed data for 1980, 1981, and 1982 would be collected to establish initial trends and aggregated by geographical regions, i.e. Western Europe, South Amerfca, Asia, etc., to circumvent disclosure problems.
b. AACPP Bylaws Revisions
(1) Observer Director The President reported Letter Ballot 1-82 had passed ratifying the nomination and election of the IAC Chairman as AACPP's "Observer Director".

B. Regulatory Affairs
4. EPA Summary Workshop on Ingested Asbestos The President gave a succinct report on the Summary Workshop on Ingested Asbestos conducted by the U.S. Environmental Protection Agency on October 13-14, 1982, stating a more detailed resume would be circulated to IAC members within two weeks. As an outgrowth of the discussion which followed, the Committee recommended AACPP investigate the possibility of Messrs. Crump and Tarter co-authoring a critique of the Kanarek study.
VII. New Business
D. TR-100 - Asbestos in Drinking Water: A Review Dr. B.T. Commins discussed the proposed update to the TR-100 report which has been commissioned by AIA. Following limited debate, it was agreed AACPP would endeavor to provide worldwide information on the miles of A/C water pipe in service and the year in which pipe was first installed. In turn. Dr. Commins will provide AACPP with a draft copy of the update for review prior to publication, presently scheduled for February, 1983.

A. Associate/Affiliate Membership Following distribution of a membership status report, it was recommended AACPP contact Uralita, S.A. relative to Association membership in 1983.
B. Regulatory Affairs
1. AIA Activities/International Regulations After reaffirming the need for continued, close cooperation between AIA and AACPP, the Chairman reviewed major provisions and the status of the following draft EEC Regulations:
DG3 (Free Exchange of Goods) is comprised of two (2) directives which call for (a) product labeling and (b) a ban on the use of crocidolite. Agreement has been reached on the need for product labeling with the possibility the AIA "A" label could be adopted. Nonetheless, more stringent special labeling will be required on bags of free asbestos. As far as the ban on products containing crocidolite is concerned, AIA is advocating development of a "negative" list restricting the ban to listed products vis-a-vis a "positive" carte blanche approach banning all products containing crocidolite with the exception of A/C pipe. Pressure is being exerted to develop a recommendation by January 1, 1983.

DG5 (Occupational Standard) would establish a TWA of 1.0 fibers per cc. for chrysotile and 0.2 fibers per ce. for crocidolite, measured or calculated on. the basis of blue fiber percentage. Peak exposure limits and action levels are still under discussion. However, action levels are usually set at 1/3 the TWA. France will adopt the 1.0 fibers per cc. occupational standard effective January 1, 1983.
DGll (Environmental Standard) will cover air and water emissions. Since measurement methodology has yet to be worked out, little progress on development of proposed regulations is anticipated in the near term.

3. AWWA Policy Statement The President provided a status report on the proposed AWWA Policy
' Statement on Asbestos in Water, stating the approval process was proceeding at "glacial" speed.
C. Field Problems and Litigation After confirming that Committee members had received the recent update to AACPP's Regulatory Affairs binder, the President reviewed the status of pending field problems and litigation in the United States, concluding that generally the incidence of field problems and related litigation had slowed considerably.
D. 1982 Annual Meeting
1. Proceedings Following an explanation for the delay, the President stated the Proceedings of AACPP's 1982 Industry Conference would be distributed to meeting participants by the end of November, 1982.

A. Manville Corporation
1. Chapter 11 Bankruptcy Proceedings AACPP Counsel explained legal nuances and complexities associated with the Manville Corporation's Chapter- 11 bankruptcy proceedings, conjecturing that the precedent-setting legal issues raised by this action may well take years to resolve.
As a follow-on to discussion of the Manville situation, the Chairman injected comments and observations on the significant public impact on the asbestos industry created by the film, "Aliee...A Fight for Life", stating a document being prepared by W. Penny citing the many inaccuracies in the film would be sent to AACPP.

B. A/C Pipe Performance: Expansive Soils Following limited discussion of Staff's request for information on the performance of A/C pipe in expansive soils, the Committee concluded it could add nothing to the information and recommendations which the President had received from several member companies in advance of the meeting.
CL Meeting Schedule
1. 1983 Annual Meeting
a. Conference Program The President announced that pending approval by the Board of Directors at their 11/4/82 meeting, AACPP would hold its 11th Annual Meeting and Industry Conference, May 15-18, 1983, in Santa Barbara, California.
Committee recommendations for the 1983 Industry Conference program included: a presentation by Dr. Commins on revisions to TR-100, positive selling/marketing techniques for the 80's, selling against PVC, and economic trends.
2. 1983 Fall IAC Meeting An invitation by Mr. Saoulis to convene the 1983 Fall IAC meeting in Athens, Greece was favorably received and a meeting date of October 7, 1983, agreed to without dissent.
E. Atlas Pipe Inquiry The President transmitted an inquiry from W. Gallant, President, Atlas Pipe, requesting confirmation relative to unconfirmed reports "...that in England various municipalities were returning to asbestos-cement pipe after having used PVC pipe for considerable time, and the basis for this return was problems associated with the PVC pipe." Since Committee members could neither confirm nor deny this report, it was recommended AACPP forward the inquiry to Sir Neville Stack at AIA for confirmation.
