The m inutes o f the Board o f D irecto rs Meeting held in Houston, Texas, January 2S-26th were approved as p rin ted . P re sid e n t-E le ct Gibbons reported on the background o f the eheetm etal v s . asbestos workeve ju r is d ic tio n a l problem and the r e p lie s received from h is r etiorm aive. He requested a general d iscu ssion on th is en tire m atter ing which the fo llo w in g was reported: 1) Ken D ixon - Head the SWICA re so lu tio n , a copy o f which went to A lb ert S . Hutchinson o f the Asbeetoe Workers and Edward Carlough o f the Sh eetmetal Workers. T his re so lu tio n read as fo llo w s: (Dated May 25, 1968) " ............t h e a p p lica tio n o f a ll metal ,016 and lig h te r w ill be assigned to the A sbestos Workers - a ll oth er gauges w ill be assigned to the Shsetm etal Workers." 2) Jamas Ennis - Reported that the Southeastern contractors f e l t the A sso cia tio n should slake a ru lin g to allow asbestos workers to do a ll work they can w ith th e ir to o ls . In rep ly to th is i t was pointed out that the A sso cia tio n cannot a ssig n work. 3) Duane Luee - f e l t that part o f the d iffic u lt y was in oormuniaation and stre sse d the p o in t that when ta lk in g about metal ja c k e tin g , the wording should be ,;m etal ja ck etin g over in su la tio n ". 4) James Brown - Reported that contracts with both unions cause problems and th at i t was a question o f good fa ith in the assignment o f work and that the A sso cia tio n must stay out o f the assignment b u sin ess. 5) Don Bradshaw - Reported that the Western Sta tes has approved a reso lu tio n to fo llo w pa st p ra ctice s in each in d ivid u a l area and make assignm ents a c c o rd in g ly . 6) B i l l W ilkes - Reported th at in the Northeast the lo c a l agents o f each union have made an agreement between them selves and there i s no problem nor tr o u b le . P resid en t Dixon reported that Mr. Hutchinson and Mr. Haas had been delayed and would appear a fte r lunch. He, then, c a lle d on Mr. Charles Vaughn, Chairman o f the Convention Committee, to give a report on the Convention program. Mr. Vaughn review ed the work o f the Convention Committee and reported that outside o f la s t minute d e ta ils , the speakers, meats and other arrangements had been com pleted. However, the Chicago A sbestos Union wanted to host a fu n ctio n sin c e there was an e x c e lle n t re la tio n sh ip between the Chicago contractors and the Union. Be sa id th at the Union i s ta lk in g about a co c k ta il pa rty and dinner to be held downtown a t, perhaps, the Marina Tower R estaurant. Mr, Jim Ernie moved, w ith Mr. Ja ck Mclnnee seconding, that the Board accept the in v ita tio n i f the d e ta ils can be su c c e ss fu lly worked out by fir . Vaughn. Mr. B rodie made a com plete re p o rt on th e N a tion a l H ealth and S a fe ty Program and the proposed Jo in t e ffo r t s o f the C o n tra cto rs, the Union and th e M anufacturers w ith whom he has been m eeting fo r the p a st se v e ra l m onths. A d isc u ssio n o f IDCNA' s p o s itio n w ith D r. Ir v in g S e lik o f f and th e e n tir e program fo llo w e d w ith q u e stio n s as to the method o f fin a n c in g . E stim ated c o st o f the program ran from $500,000 to o ver $1,000,000 over a fiv e -y e a r p e rio d . Various methods o f fin a n c in g such a program were d isc u sse d , but no fin a l recommendations were a rriv e d a t . A gen eral d is c u ssio n was had as to th e reasons fo r and th e im portance o f the A sso c ia t io n 's p a rtic ip a tio n in t h is program and o f i t s fin a n c ia l a b ilit y to do so . D r. Taborshaw gave a d e ta ile d rep o rt on th e o ccu p a tio n a l hazards o f asbeeto w orkers and gave some o f h is g ro u p 's resea rch exp erien ces regarding a s b e s to s is and lung c a n c e r .. , .where and what k in d o f care the worker g e ts , how to tr e a t th e co n d itio n , how to preven t the cause1 in d u s tr ia l h yg ien e, housekeeping, d u st co u n ts, th e Jo b i t s e l f . . . .and he b r ie f ly review ed h is pending assignm ent w ith AICWS. M r. Dixon then asked the q u e stio n , "What ste p s can t h is Board take on t h is d a y?" A general d isc u ss io n fo llo w e d and a re so lu tio n was made by Mr. Gordon H a rriso n , seconded by Mr. Donald Bradshaw, th a t Mr. Brodie be a u th o rized to t e l l the ad hoc com m ittee o f the N ational H ealth and :Zfaca Group: l i th a t IDCNA i s d e fin it e ly su p portin g th e program 2) th a t a c le a r e r p ic tu re o f the to ta l c o s t and fin a n c in g o f th e program be determ ined 3) th at any research grant be eq u a lly dissem inated to those organizations who are c u rre n tly doing work on t h is problem . Mr. Leon Choate made a m otion, seconded by Mr, Isla n d Sw eetser, th at IDCNA g iv e se r io u s co n sid e ra tio n to th e p o s s ib ilit y o f a supplem entary program and c o n so lid a tio n o f fu nds to D r. Taborslum and h is a s s o c ia te s . The Board unanim ously voted t h is m otion. P re sid e n t D ixon, a t the req u est o f Mr. B ro d ie, appointed Mr. Leon Choate, Mr. Gordon H arrison and Mr. John P o llo c k to se rv e w ith him on the H ealth and S a fe ty Committee and to a tten d the m eetings o f th e group 'e ad hoc oovm ittee.
