In the interinC^e^ are awaiting the development of agency reaction to the SPI-PVC Safety Group's initiative. Once we have an indication of what effect the November 22, 1977 meeting at EPA caused, we will be in a position to make appropriate plans. In this regard, we would expect to have refined our recommendations on how further to pro ceed within about two weeks and, of course, will communicate them to you at that time. Also included herewith is a copy of the opinion in the Western Electric case to which we referred in our November 18, 1977 letter.
