Paul Alfi.ch, Oiler, Bigane Paving Company Contact Email Address: rmadden@biganepaving.com Purpose of Inspection: To determine compliance with the Clean Air Act. Facility Type: Asphalt paving mixture manufacturer Arrival Time: 8: 11 am Departure Time: 9:50 am Inspection Type: ISl Unannounced Inspection D Announced Inspection ISi Credentials Presented ISl CBI warning to facility provided The following information was obtained verbally from Bigane Paving Company (Bigane) unless otherwise noted. Company Ownership: Reliable asphalt owns the asphalt plant, but Bigane operates the plant. Process Description: Reliable Asphalt uses virgin aggregate in every batch that is manufactured. Depending on customer needs, the asphalt specifications can also require certain percentages of fine recycled asphalt pavement (RAP), course RAP, and Recycled asphalt shingles (RAS). Virgin aggregate is sent through a natural gas fired dryer to remove moisture and add heat before being sent into the mixer. Liquid asphalt, RAP/RAS and other additives are added at the mixer. The dryer and mixer are in series. The asphalt materials flow from dryer to mixer, but the air flow is countercurrent to the material flow. Emissions from the mixer and dryer are routed to a baghouse. From the mixer, asphalt is dropped onto a conveyor and sent to a series of storage silos. Asphalt is released from the silos through a trap at the bottom and loaded into trucks to leave the facility. Staff Interview: The amount of recycled material that can be used at the mixer is limited by heat transfer from the raw aggregate to the RAP, RAS, and liquid asphalt and the maximum operational temperature of the dryer. Approximately 6-7 years before this inspection, the asphalt plant was retrofitted with new technology. Two additives were discussed during the inspection: rejuvenator and Evotherrn. Rejuvenator is used to soften the recycled material to make the mixing process more efficient. Evotherrn is used in the colder months of operation to hold heat in the asphalt and make spreading the asphalt easier. TOUR INFORMATION EPA toured the facility: Yes Photos and/or Videos: were taken during the inspection. Field Measurements: were not taken during this inspection. CLOSING CONFERENCE Requested documents: Safety data sheets for the following: Page 2 of 4 o Evotherrn o Rejuvenator o Liquid asphalt o Liquid cold patch 2016-2018 Air Emission Reports Reports for all stack tests that occurred after plant retrofit occurred.
