GE does not foresee, even long term, any replacement for Aroclor 1016 in power capacitors. 2. GE does not now foresee possible reasonable replacement for Aroclor in ballast or motor-run capacitors. If any thing develops they do not foresee it prior to 5 to 10 years. These comments are with reference to our USA domestic market, not all other world situations. 3. GE does not foresee it practical nor even feasible to col lect and close the loop of failed capacitors. Every year at least one million and perhaps up to two million of such PCB units are made and put to use. 4. GE sees land-fills, all over the USA as the disposal grounds. 5. This puts all emphasis on the questions of migration and how biodegradable is Aroclor 1016 in terms of realistic con ditions of organisms and time and also knowledge about what is formed after biodegradation. 6. The time is rapidly approaching when we (the speaker may be Dr. Pozefsky of GE) will have to stand up before ANSI and give understandable and convincing evidence about this re garding Aroclor 10l6. His only source of the essential data and information is our group at Monsanto. The information available at this time is not sufficient and lacks conviction required for us to present our case at ANSI, barely even on an Interim basis. P. G. Benignus cs DSW 180438 STLCOPCB4050754
