Frohreich Date : February 1, 1983 Subject : SUPERFUND REPORTING At 4:10 p.m. on January 28, 1983 I reported a small vinyl chloride release to the air to the National Response Center (800-424-8802). Lt. Ridnour accepted the report. I told her that at 2:45 a.m. on January 28, 1983 the fixed point monitoring system indicated a leak in the process unit. The operation then went to the area and found the leak and stopped it. I told her a pump was being prepared for maintenance by steaming it to a recovery system. I told her that after the steaming operation was complete VCM leaked through a closed process valve and then leaked to the atmosphere through the steam hose. The valve at the pump to the steam hose was closed to stop the leak. No personnel were overexposed to vinyl chloride. The amount of VCM released was estimated to be less than ten pounds. Hg From South East 0 MPH 28 F Partly Cloudy At 4:50 p.m. I received a call from a Mr. George Moein, EPA Atlanta, wanting to know why the incident was not reported quicker. I told him the operator who was on shift at the time of the incident was contacted during the day and then the amount of the leak was estimated. I told him we were not positive the leak was even greater than one pound but wanted to report it since it may have been greater than one pound. He then said VCM is "bad stuff" and he was sure the State would like to be notified. He asked if I wanted him to notify the State or if I would. I told him I would. I then contacted Jerry Banks and told him about the leak and the call from Atlanta. I asked him if he wanted to be called each time we reported to superfund. He said no. He said they would only need to be called if there was a large release that could be damaging to people outside the plant. He thought Mr. Moein was over reacting for such a small leak.
