Procedure Bulletin P-0104 - Contingency Procedures for Abnormally Cold Weather (Freezing) Conditions This procedure was accepted with addition of a change concerning responsibility for procurement of necessary items for functioning under these conditions. B. Fire and Entry Permit Procedure - P-0117 SAC reviewed this procedure and made a recommendation to PMSB. recommendation will be written by Tom Ryan and reviewed by the appropriate personnel prior to approval. Ex-Battery Limit Pipelines Recommendations have all been resolved by SAC with the exception of responsibility of ownership of some ex-battery limit pipelines. Since this is a jurisdictional matter, it will be resolved between George Bostick, Ray Forsthoffer and Jack Trafton. B. Simplifying Use of Emergency Equipment The recommendations made by SHAC (Joe Stal) were approved by PMSB. These recommendations with assigned responsibilities will be issued to PMSB members. C. EPP Drill Critique A critique of the November 15 EPP drill was presented along with recommendations. These recommendations with assigned responsi bilities will be issued by Steve Moncla. D. General Permit Procedure Bob Hammann will review this procedure with various disciplines throughout the plant. Results of these discussions will be re viewed with General Superintendents of Personnel, Manufacturing, and Maintenance and a recommendation made concerning need for this permit. E. Observations from Annual Safety and Housekeeping and Inspection Team The inspection team that visited the Chocolate Bayou plant reported on items observed during their visit. SAC reviewed these obser vations and recommended that actions be taken on the following items: 1. JSA1 s: Will consider increased usage in the plant in areas such as special permits. 2. Vapor-proof Suits: Is our training in the use of vapor-proof suits sufficient? This question was also expanded to include Scott Air-Paks and 5-minute escape masks. SHAC will determine current practices and make a recommendation. 3. HCN Sample Cabinets - Calibrated Fill Tubes: Possible use of this type of equipment will be looked into by Ray Forsthoffer and Jack Trafton for their areas. Painting of Safety Showers and Eyebaths: Chocolate Bayou presently uses a very bright, high visibility green on their safety showers and eyebaths. SHAC will determine the cost of implementing this system in the plant and report back to PMSB. 5. Posting of Chemical Hazards: SAC will develop a list of typical information needed on a chemical hazards list and units will be asked to assemble and post this information. F. Breathing Air at the Main Gate The possibility exists that during an emergency in the plant, the Control Center may have to be evacuated. If this happens, the backup to the Control Center is at the Main Gate. Weather condi tions could be such that this area would also be affected. A proposal to install a breathing air system (cylinders, hoses and masks) for use by guards and some Control Center personnel during an emergency was approved.
