HOURLY SAFETY COMMITTEE ITEMS Blood Bank Proposal As a part of our overall safety program that includes health preservation, we have received numerous suggestions that we participate in some kind of employee blood donor programs. This issue has become more critical since the first of the year when new laws went into effect prohibiting the use of purchased blood. Studies conducted by the Personnel Department including our Plant Nurses have determined that there are two groups offering blood gathering and supply services to employee groups that are similar but have some differences. Since the ultimate success of the program is based on the extent of plant-wide support, we felt that representatives of the various plant groups should be involved in commenting on the program. The Hourly Committee has discussed the proposal and made the following recommendation: a) That a committee comprised of the Unit Craft Representatives, Contact Supervisors, Hourly Safety Committee, SHAC, PMSB and representatives from the various selected groups listen to presentations from the two groups operating Blood Banks. b) That this group then decide which of the two groups to select, SC 13414 based upon the presentation. c) After selection, the individuals comprising the group will accept responsibility to sell the program to their respective groups. SHAC reviewed the above proposal and will recommend that the PMSB approve this recommendation. 2. BIENNIAL LOSS PREVENTION AND ENVIRONMENTAL CONTROL REVIEW J. A. Glass and Ray Rosenberg are preparing a proposed procedure for handling these Biennial Reviews at the Texas City location. Target date for the release of the proposed procedure is April 15. 3. PROTECTION OF PEOPLE FROM SPILLS OF TOXIC MATERIALS Information is being gathered from other plants about handling spills of harmful materials. Some information has already been obtained on ammonia spills from Walt Howard (SSPP in St. Louis) and this will be circulated to members of the committee for review. 74635 ( ( SHAC COMMITTEE MEETING 3-16-76 Page 2 i. ONE MAY STREETS - STATUS Implementation of the decisions made by the SHAC requiring one way streets around the Main Office Annex, Control Lab, and Research 1 has been held up awaiting the installation of one way street signs and no parking signs on the west wall of the Office Annex Bldg. Ray Rosenberg has assumed the responsibility for expediting the program. 5. QUARTERLY GUEST HOUSEKEEPING INSPECTIONS The first quarter inspections by the Plant Manager's Safety Board are in progress and are expected to be completed this week. Initial feedback indicates favorable report on the condition of the plant and favorable comments on having these guest inspections on a quarterly basis. 6. SPECIAL SAFETY MEETING - MARCH 30 Plans are being developed for a special meeting to be held on March 30 at 8:00 in the morning in the Shops Building for all employees not required for operation of the plant. The purpose of the meeting is to call attention to our approach to a previous record of 6,800,000 man-hours without a major injury. This safety meeting will be held to launch our new program to emphasize the need to improve safety awareness. Details are being developed by SHAC and others will become involved as plans are developed. 7. POCKET-SIZE PIPELINE CODE ID CARDS A safety suggestion for the pocket-size identification cards for pipeline cards was considered by the committee. This request will be held in abeyance pending publication of the new procedure bulletin for pipelines in pipe racks being prepared by the Safety Advisory Committee. 8. LADDER P-BULLETIN The P-Bulletin covering the safety checking of ladders has been issued, stick-on decals reminding the user to inspect the ladder before use will be purchased and made available from Safety Supply. A notice will be issued in Plant News and on Dial 5 when they have been received and are available for distribution. 9. PROCESS TECHNOLOGY - SAFETY COMMITTEE ITEMS As a result of a safety suggestion, the PT Safety Committee is examining the hazards created by the installation of glass partitions in several of the Office Annex areas. The committee will also review the plant standards regarding the use of plate glass in other PT areas and will recommend appro priate action to minimize the hazards. A natural gas leak in the area around the northeast corner of Research 1 has been reported and will be investi gated by the committee.
