It was reported that Panel 5 had decreased pipe insulation thicknesses approximately in their latest deliberations. ADVERTISING PROGRAM It was agreed that the program did not generate too many sales for the ECCK I Manual. GOVERNMENT COMMITTEE REPORT L.H.Mills'report was read as follows: Government Agency Guide Spec Status GSA spec PBS - 1516 has been revised and is being printed. Copies will be forwarded for distribution when available. New spec includes All Service Jackets and ASHRAE 90P thicknesses for hot pipe and equipment, , Coprs of Engineers amendment to guide spec CB 501.06 has been issued to their district offices. Copy of amendment attached. Amendment clarifies the use of All Service Jackets. Veterans Admin, and Corps of Engineers specs are being held up pending publication of ASKRAE 90P* Revision of Fed. Spec. HH-B-100B. It is requested that action be taken on TIMA Gov't, request of March 15, 1975. Copy attached. A suggest ed revision that I believe will staisfy our request is to add the following to par. 4.4.4 of HH-B-1003: ''Tests shall be made on the side of the jacket or facing which will be exposed after installation. When jackets or facings are supplied factory applied to the insulation, classification whall be obtained for the composite product; jacket or facing adhered to the insulation as it is used in service." Proposed revisions to KHI-558 and AST/.! C-612 will be pursued by the Technical Committee, May 15. 1975 - 8;00 A.M, RETROFIT PROGRAM D,C,Glosser reviewed the program including: fa) Overview fb) Results and format jcj Sensitivity fd) Narrative (e) Production and cost As agreed at our New Orleans TIMA Meeting, an adhoc Committee Meeting was held on BRECON11 at the OCF Technical Center in Granville Ohio on March 14, . Those in attendance were: John Baer - Baer Company Wynn Irwin - CSG Bon Glosser - OCF Ton Oneson - OCF The Committee agreed that TIMA should develop a book of tables from which ah industrial user can determine the amount of additional insulation which is economically justified* The application of additional insulation in an operating facility presents problems not generally encountered in new construction (scaffolding, additional material handling, etc,), "RECON", as it is currently drafted, allows the industrial user to "pick" from a range of assumptions which he feels is representative of the cost experience in his own plant. Assumptions included are* installed cost: energy cost increase: mid-life: energy cost: Econ I +255$ or 50 75$ 10 yrs, or 5 yrs. 2.20/m BYTJ + 20 Anticipating that the RECON Booklet will be used primarily by the industrial maintenance engineer, we have tried to make it simple. 4 To determine the amount of additional insulation which is econ omically justified, the booklet user does the following; 1. Determine; (al pipe size (b) thickness of insulation in place (c) service temperature 2. Determine which assumptions are representative of his plant: (a) installed cost - ECOK.'- I +25* or 50 (b) energy cost increase - (c) remaining life of process - 10 yrs. or 5 yrs. _ (d) energy cost- 2.20/ M BTU 20 5. Enter the tables to determine if he can economically justify additional insulation and if so, how much. The Committee agreed to produce a 56 page brochure on this subject. Costs are: Production (J.Baer) Printing Technical services (O.C.) $ 6,000. 10,000. $ , .5.000. 21 000 The brochure will be sold for $1.50 to members and $3.00 to outsiders TIMA FOLDER 1. Solari reported as follows: RECOMMENDAT I OH for a NEW EC01T BROCHURE Objective To promote all of TIMA's programs to save energy and money through the up-to-date specification and use of elevated-temperature insulations, ^he brochure will cover the total of TIMA'S effort in this respect. It will cover new construction and retrofit. It will reach the commercial-mechanical, process, and power markets. Content About half on the fundamentals of insulation. About half on the methods of specification and how to learn more about them* 1. Introduction iand fundamentals: a. What insulation is. b. What it does -- retard heat flow, control surface temperature, process heat control. 2. The methods: a* How much insulation saves. Introduce BOOK concept. The payback with ECOH (examples). b. ECON-I c. ASHRAE 90 (depends upon timing of ASKRAE 90 release) d. R-ECOK, "ECCN for Existing Facilities."' e. A little on residential piping (California law). Meeting with Bill Porter, FEA, principally on seminars the FEA plans to conduct. We talked about TIMA*3 con ducting the insulation portion of the seminars, b. Bob Massey, KBS, is working on a supplement to EPIC, which will include a section on therms insulation. We told him about the proposed RECOll study. He is eager to see this, with the idea in mind that he will in corporate it is the supplement, c. Bill Porter (in charge of communications -- of a pub licity and promotional nature -- v/ith industry) v/ill V will promote RECCN to existing plants* d. Office of Energy Programs, Dept* of Commerce, also has promised cooperation* 4. RECCli booklet has been written in draft form. 5. Hew insulation booklet has been outlined. 6. Report on Communications Committee meeting: a. The committee reviewed the REC01I program and noted its adaptability to'work with government, plant engineers, and utilities by TIMA and member companies. It asked the C&M and the P&P committees' guidance as to whether RECGH or the new insulation brochure should be given " priority. b. Agency activities were reviewed. c. Other activities listed in this report to C&M and P&P were reviewed. d. The Committee recommends preparation of slides and scripts that could be organized into several slide pre sentations. Prospective users; ( (1) By TIMA and the PEA at government-sponsored seminars, (2) At seminars sponsored by gas and electric utilities*, (3) y individual plants. The EPIC guide suggests that plants held internal meetings on insulation. (4) At American Institute of Plant Engineer meetings, (5) By TIMA- member companies. A basic slide presentation on insulation for new and existing construction would be written, with different add-on sections for different industries. Recommended budget: $10,000. The Committee agreed to spend an additional $2, 000 for the PEA presentation, for a total cost of $7,000, PROJECTS ACCEPTED by. COMMITTEE - 1975 BUDGET Promotion (j.Baer) Ped.
