My dear Mr. Mlttnacht: I enclose herewith a report made to me by Mr. siebenthaler which has to do with a little difficulty which arose in the Aetna Oil Refinery at Louisville. I think the report is self explanatory but I wish to point out that in my opinion the storage of their drums in a downtown ware house was a very serious matter which might have resulted in very great difficulties. , My only reason for bringing til s to your attention is that the insurance matters having to do with this storage would be throigh your office. Evidently, the fact that drums of Ethyl fluid were being stored in a ware house, escaped the attention of some member of your staff. Since it was somewhat by accident that w$, discovered the matter, it would appear to me to be wise to call attention to the matter merely for the purpose of minimizing the opportunity for a similar slip up. I fully understand that this does not represent any willingness on the part of any of your staff to permit variation from our rules, and regulations.* Furthermore, the Aetna people should not have violated our regulations in this matter under any conditions. Their own reaction, however, was that since it was permitted by the New York office Of the Corporation, they had reason to feel that they were doing nothing that was ordinarily wrong.
